China's military modernization is the most consequential development in the international security environment, and it differs from the Russian case in a way that matters enormously: China builds what it announces.
Where Russian showcase programmes stalled at a few dozen units, Chinese programmes move from prototype to series production on schedules that have repeatedly outpaced Western estimates. The People's Liberation Army Navy is now the world's largest by hull count. Chinese sixth-generation fighter prototypes flew before American ones. Chinese shipyards launch tonnage at rates no Western yard approaches.
The assessment that follows covers what the PLA fields, what it is building, and where genuine limitations remain — because those exist too, and analysis that ignores them is as unhelpful as analysis that ignores the capability.
Nuclear forces: rapid expansion
China's nuclear posture has changed more in the past five years than in the previous forty.
The stockpile is estimated at approximately 600 warheads, having grown to as many as 620 during the past year, comprising roughly 576 in reserve storage and around 24 strategically deployed. That remains far below U.S. and Russian inventories, and the growth rate is the significant fact rather than the absolute number.

The doctrinal shift matters as much as the numbers. China has historically maintained a minimal deterrent with a declared no-first-use policy and warheads stored separately from delivery systems. Expansion, silo construction, and improved early warning suggest movement toward a larger and more responsive posture, with implications for crisis stability that arms control analysts have flagged consistently.
The missile force: China's asymmetric strength
The PLA Rocket Force is arguably China's most significant conventional capability and the one that most directly shapes American operational planning.
DF-26. An intermediate-range ballistic missile, dual-capable, and China's first conventionally-armed missile able to strike Guam — earning the informal designation of a carrier killer for its anti-ship variant. A DF-26D variant unveiled in October 2025 modernizes land-attack and anti-shipping capability against targets in the mid-Pacific and beyond, with a terminal-stage reentry vehicle assessed as either highly maneuverable or a hypersonic glide vehicle. Reported reach against carriers in the 4,000-kilometre class fundamentally shapes where U.S. naval forces can operate.
DF-21D. The original anti-ship ballistic missile, shorter-ranged than the DF-26 and the system that introduced the concept.

The cumulative effect is a layered strike architecture holding at risk every fixed base, port, and surface formation within the first and second island chains. Air forces: from follower to peer
J-20 Mighty Dragon. China's fifth-generation fighter, in series production and fielded in substantial and growing numbers. J-35. A smaller fifth-generation aircraft with carrier-capable variants, extending stealth capability to the naval air arm.
J-36. A large tailless sixth-generation prototype first observed over Chengdu on 26 December 2024. Development has been rapid: intakes, exhaust arrangement, and landing gear have all changed across iterations, with July 2026 imagery suggesting a fifth distinct airframe and a third major configuration. Naval forces: the world's largest fleet
By hull count the PLA Navy is the largest in the world, and Chinese shipyard capacity dwarfs American output.
Aircraft carriers. Three in service as of January 2026 — Liaoning (Type 001), Shandong (Type 002), and Fujian (Type 003). Fujian is the significant one: domestically designed with electromagnetic catapults, a substantial leap over the ski-jump configurations of its predecessors. Plans reported indicate expansion toward six carriers by the 2030s, with more ambitious figures circulating.

Coast Guard and maritime militia. Frequently overlooked and strategically significant. The world's largest coast guard, backed by a maritime militia of fishing vessels, provides a gray-zone capability for asserting claims below the threshold of armed conflict.
Ground forces, air defense, and space
Ground forces have been reorganized into combined-arms brigades with substantial modernization of armor, artillery, and rocket forces. The Type 99A main battle tank and PCL-181 self-propelled howitzer represent current capability.
Air defense. The HQ-9 family alongside imported and domestically produced systems provides layered coverage, and Chinese integrated air defense over the mainland and near seas is dense.
Space and counterspace. China has developed a broad counterspace portfolio including direct-ascent anti-satellite missiles, co-orbital capabilities, electronic warfare, and directed energy. Drones and swarms. Where limitations remain
Analysis that presents Chinese capability as uniformly advancing misses real constraints.
Combat experience. The PLA has not fought a significant war since 1979. Equipment, doctrine, and command have not been tested against a capable adversary, and every military that has undergone that test has discovered problems it did not anticipate.

Aero engines. Chinese engine development has historically lagged, though the gap has narrowed substantially, and it remains a constraint on aircraft performance.

Assessment
China presents a fundamentally different problem than Russia. Its industrial capacity is enormous, its production timelines are met, and its technology gap with the West has narrowed to the point that in several areas — hypersonic glide vehicles, sixth-generation prototype flight, naval construction rate, drone swarm integration — it leads or matches.
The asymmetric strengths are the missile force and shipbuilding capacity. The former holds Western basing and naval forces at risk across the theater; the latter means that in a protracted conflict, replacement rates would favor China substantially, since U.S. shipbuilding faces the constraints documented in naval industrial base analysis.
The limitations are real: no combat experience, joint integration difficulties, weak ASW, and constrained power projection beyond the near seas.
For planners, the honest reading is that China is a peer competitor in the theater that matters most to it, with advantages in mass and production and disadvantages in experience and reach. Assessments that dismiss either half of that picture produce bad planning.
The shipbuilding asymmetry
If one factor deserves more weight than any other in assessing the China problem, it is shipyard capacity.
Chinese commercial and naval shipbuilding output substantially exceeds American production, by margins that vary by measure but are consistently large in tonnage terms. China possesses multiple large yards capable of building major surface combatants concurrently, supported by a commercial shipbuilding industry that provides workforce depth, supplier base, and surge capability.
The United States, by contrast, faces submarine construction running at roughly 60 percent of goal with four-year average delays, a requirement for approximately 100,000 additional shipyard workers within a broader maritime industrial need of around 250,000, and essentially no commercial shipbuilding industry to draw on.
The strategic implication is specific and it concerns duration. In a short conflict, the quality of platforms and crews dominates, and American advantages in submarines, carrier aviation, and networked warfare are substantial. In a conflict lasting a year or more, replacement rate becomes decisive — and on that measure the asymmetry runs the other way.
This is the argument that drives Western interest in distributed shipbuilding, allied yard capacity, and uncrewed surface and undersea systems that can be produced at rates conventional shipbuilding cannot match. The Ukrainian uncrewed surface vessel model entering U.S. production is relevant precisely because it offers naval effect at manufacturing rates rather than shipyard rates.
Nothing about this dynamic is likely to change within a decade. Shipyard capacity is built over decades and Chinese capacity was built over the past two.
