Decode. Dominate. Deliver.
The day in one line. The headline moves for the first time in twelve days: 87 → 88.
- Sudan: a drone strike on Amiet market in disputed Abyei killed at least 153. South Sudan blames Sudan's army and has summoned its ambassador. That makes more than 300 dead from drone strikes in Sudan in six days, and Africa rises to 99.
- Black Sea: NATO is reinforcing with more patrol aircraft after six drone attacks on merchant ships in ten days off Romania and Bulgaria, with at least 23 sailors missing or dead.
- Iran: Rubio says a deal with Iran is "extremely difficult." Netanyahu says he discussed "eliminating" Iran's regime with Trump. Brent is back at $110.
- Ukraine: Witkoff landed in St Petersburg to meet Putin, carrying Kyiv's Oslo proposals.
- Health: Nigeria confirmed its first Ebola case.

📍 MILESTONE: 88, A NEW RECORD HIGH. The precise total of 87.62 is the highest in the record, passing 87.48 (14–15 and 19–20 Oct). It crosses the 87.5 rounding point by 0.12. That is well inside the ±3 confidence band, so the move is a signal of direction, not of precision. It was driven by one theater: Africa's contribution grew by 0.14 to 13.86. Africa at 99 is one point from the ceiling. If it reaches 100, a third theater would start accumulating Escalation Units.

KEY JUDGMENTS#
Sudan's drone war is now crossing borders. The Abyei strike killed at least 153 in a market in territory claimed by both Sudan and South Sudan. Juba blames the Sudanese army and has summoned Khartoum's ambassador. A senior Sudanese officer says the targets were RSF fuel tankers and smugglers, and diplomats say the market hosted an RSF fuel depot. Either way, the fuel route that keeps the RSF supplied runs through South Sudan. That turns a civil war into a dispute between two states. Abyei sits next to Kordofan, the war's main front. (Confidence: high on the toll and the diplomatic rupture, moderate on attribution.)
Russia is waging a deniable war on Black Sea shipping, and NATO has responded.
- The attacks: six drone attacks on merchant ships in ten days off Romania and Bulgaria, both NATO members. One ship sank on 5 October with 2 dead. Another sank off Bulgaria with 11 missing. Two chemical tankers were set ablaze with 7 missing. At least 23 sailors are missing or dead in total.
- The response: NATO is sending more maritime patrol aircraft, radars and intelligence personnel. The EU's Kallas calls it a "dangerous and unacceptable escalation" aimed at Kyiv's grain revenue.
- Attribution: nobody has formally named Russia. Military analysts say it is "almost certainly" Russian.
This is the largest sustained attack on NATO-adjacent shipping in the record. (Confidence: moderate on attribution, high on the effects.)
The diplomatic tracks and the escalation tracks are running side by side, with no link between them.
Diplomacy Escalation Ukraine Witkoff is with Putin today with Kyiv's Oslo ideas. Zelenskyy proposes a leaders' trilateral. US intelligence sharing is restored Strikes continued overnight in both directions. Trump says Zelenskyy must "want to settle… I don't care how it's done" Iran Pakistan's Munir is in Tehran (his fifth visit). Qatar says talks continue Rubio: a deal is "extremely difficult" while Iran attacks Hormuz shipping. Netanyahu discussed "eliminating" the regime with Trump. Another US carrier is heading to the region (late November) (Confidence: high.)
The Iran war's second front is in Europe's homeland security.
- UK: police rearrested two men over the 27 September "suspicious vans" incident at RAF Fairford, the US-run base used for strikes on Iran. Counter-terrorism police say Iranian state involvement is "highly likely." Al Jazeera reports PM Andy Burnham calling it "almost certainly" IRGC-directed.
- Germany: the conviction in the plot against Jewish community leaders (RIX-064).
- Scale: MI5 counts more than 50 arrests over Iran-linked plots in a year.
Iran says bases used to attack it are "legitimate targets." (Confidence: high.)

Sudan / Abyei: a drone strike on Amiet market killed at least 153 (South Sudanese official), on Monday 20 October.
Confirmed(toll, UN condemnation) · attributionClaimed- The scene: drones hit several points in the market. Fires were still burning and some bodies were burned beyond recognition.
- Medical: MSF is treating more than 20 wounded, many with severe burns. UNISFA is verifying casualties.

- The UN condemned strikes near Amiet and Todach without naming a perpetrator.
The week's drone toll in Sudan is more than 310 killed in six days, counting Blue Nile, al-Dabba, Nyala, Khartoum (RIX-064) and Abyei. That is the desk's sum of reported figures.
AnalysisEbola reaches Nigeria. A woman who had travelled from Uganda tested positive in Abuja. She had symptoms from 7 October and was admitted on 11 October. 44 contacts are being traced (Health Minister Muhammad Pate).
- Kenya: 9 cases, all one cluster, with "no evidence of transmission outside this group." 134 of 135 contacts are traced.
- DRC: more than 9,000 cases and 4,000 deaths. The ECDC calls it the second-largest Ebola epidemic on record. It is the Bundibugyo strain, which has no vaccine.
ConfirmedGreat Lakes. Senior FDLR officers, including a major-general, have defected back to Rwanda via the Mutobo centre. This is relevant to the Washington-track demand to "neutralise" the FDLR.

Reasoning for F-20261021-01. The index patient had symptoms for four days before admission to a private hospital, and 44 contacts are being traced. That is a real window for exposure, especially for healthcare workers: in Kenya, three of the first seven cases were health workers. Against this, Kenya's cluster stayed contained, and Nigeria has a record of containment (2014). The 21-day incubation runs past the window for late exposures.

CORRECTIONS & EDITORIAL NOTES#
- ⚠️ Missed coverage: the Black Sea shipping campaign. Six drone attacks on merchant ships off Romania and Bulgaria between about 5 and 20 October were not reported in RIX-060 to RIX-065. Our sources for those editions did not surface them. This is a collection failure on a scored theater. Today's Eastern Europe EU includes a one-point catch-up, disclosed in the score rationale. Black Sea maritime traffic is now a standing item on the maritime monitor.
- Shabwa toll. RIX-064 used 53 killed (local authority, 19 Oct). Local authorities have since raised it to at least 58. Both figures stand as published at the time.
- Headline change. 88 is driven by a 0.14 contribution change in a single theater. Readers should treat it as within the confidence band of 87.
- Unverified office-holders. Al Jazeera names the UK prime minister as Andy Burnham and the defence secretary (RIX-065) as Wes Streeting. These are reproduced as published. The desk has not independently verified them.
