NEW THIS ISSUE: ESCALATION UNITS (EU) — AN UNCAPPED SEVERITY TRACKER#

This desk committed in RIX-2026-032 to either build the uncapped internal tracker proposed three weeks earlier, or explain concretely why not. It's built, starting this issue, with two honest caveats stated up front rather than buried.

How it works. For any theater pinned at its 0–100 ceiling, this desk now separately tracks an unbounded Escalation Units count, starting from 100 the day the theater first hit ceiling. Each subsequent issue, this desk assigns a directional EU delta using the same five-factor judgment it already applies to score movements — the only difference is EU has no ceiling, so a day like RIX-2026-016's Zelensky-plane items adds real points instead of nothing. EU is reported here, in this section, and is not part of the weighted RAGE INDEX calculation — the published index stays capped at 100 per theater for cross-theater comparability. EU exists specifically so severity above the cap stops being invisible.

The honest caveat: today's starting EU figures are reconstructed estimates, not a real-time record. This desk did not track EU retroactively in real time across the roughly seven weeks Middle East and Eastern Europe have spent at or near ceiling. Building a true record now means estimating what this desk would have assigned each cycle, based on the severity language already on record in each prior issue. That's a reasonable reconstruction, not a precise one, and this desk is not going to present it with false confidence.

Today's headline events are real but comparatively modest next to the last several cycles — no assassination claims, no new weapons domains. That made it the right day to build the tracker rather than the wrong one: this desk wanted the first EU entries recorded on a day where the reconstruction judgment wasn't complicated by having to score something historic on the very first try. The honest reconstruction above (roughly 123 and 119 EU) should be read as directionally right — both theaters have clearly escalated well past the point their capped scores can show — without over-trusting the specific numbers, which are this desk's best retrospective estimate, not a record.

This desk said in RIX-2026-032 that continuing to name the ceiling problem without fixing it had become a ritual rather than analysis. The fix now exists, imperfectly — a reconstructed baseline rather than a clean historical record — and this desk would rather ship an honestly-caveated imperfect tool today than a perfect one never. The reconstruction's honesty matters more than its precision. This desk could have presented tidy, specific-looking EU histories for both theaters and let readers assume they were tracked in real time all along. Stating plainly that today's starting figures are retrospective estimates, built from the severity language already on record rather than a contemporaneous log, is the harder but correct choice — the same discipline this desk has applied to every other correction in this series, from the Americas gap to the F-20260901-01 forecasting miss. Going forward, EU should do real work: it lets this desk say, truthfully, that Eastern Europe got three points worse today even though its published score didn't move, rather than either overstating a flat close as calm or writing another paragraph explaining why the flat close doesn't mean what it looks like. That explanatory paragraph, needed in nearly every ceiling-cycle issue since RIX-2026-025, should now mostly be replaceable by two numbers in a table. Analysis
