Editorial note on numbering. No issue was published on 27 September. RIX-2026-043 (28 Sep) covered 27–28 September together. This edition breaks the 27th out on its own, as requested, and reconciles to 043 rather than replacing it. Nothing here changes any published figure in 043. Escalation Units at the 26 Sep close (RIX-042) were Middle East 143 / Eastern Europe 154; at the 27 Sep close they are 144 / 157, which is the full ▲1 / ▲3 that 043 reported for the two-day window. The 28th itself added no net movement.

WHAT HAPPENED ON 27 SEPTEMBER#

Eastern Europe & Black Sea (EU ▲3)

  • At least 14 people were killed and 57 injured across Ukraine in the 26–27 September attacks. Russia launched about 170 Shahed-type drones overnight, 76 of them jet-powered. Confirmed
  • Odesa Oblast took a "mass strike." It damaged a residential building, a medical facility, a hotel, a shop and a grain warehouse; a separate strike hit a production facility and warehouses, starting a large fire. Regional figures put the Odesa-area toll at one dead, two injured, and rescuers said most workers were in shelters. Confirmed
  • Zaporizhzhia Oblast took the heaviest regional toll: four killed, five injured, with 989 attacks on 59 settlements in one day. Confirmed
  • Kyiv was hit for a third consecutive night, killing one and injuring at least four. A data center was struck twice, and a school, warehouses and communications facilities were damaged. Confirmed
  • Ukraine's side of the ledger: Zelensky said more than 10,000 Russian troops were killed or wounded this week as Ukrainian forces advanced in the Lyman sector, and that Russia plans to spend $12 billion on jet-powered drones and loitering munitions next year. These are Zelensky's own figures and I have not independently verified them. Developing
  • The General Staff put cumulative Russian losses at 1,528,970 troops. Again a Ukrainian figure, cited as such. Developing

Middle East (EU ▲1)

  • Tehran was awaiting an official US response after Trump rejected its Hormuz roadmap. Iran's UN ambassador dated a letter to Guterres and the Security Council president on 27 September calling the "annihilate" threat "grave and alarming." Confirmed
  • More QatarEnergy-linked LNG vessels transited Hormuz in the past week, including the GasLog Skagen, which appeared off Sri Lanka on the 27th with a Ras Laffan cargo. This is a partial-flow signal against the near-total closure straits.live has recorded. Confirmed

Not covered. Indo-Pacific, Africa, South & Central Asia and Americas were carried, with no dated sourcing pulled for the 27th.


ASSESSMENT#

The 27th was a heavy day on the ground in Ukraine and a diplomatically quiet one in the Gulf. The Zaporizhzhia figure (989 attacks on 59 settlements in a day) is the most striking number in the day's sourcing, because it describes sustained pressure on a whole region rather than a single dramatic strike. Both EU deltas are modest for the same reason: nothing on the 27th was a new category of event.

Two cautions. First, the casualty toll of 14 killed and 57 injured is the Ukrainian regional authorities' figure for a rolling day, not a verified single-event count. Second, the Ukrainian claims about Russian losses and Russian drone spending are one side's statements, and I have kept them tagged accordingly.

The four carried theaters remain the index's largest gap. That is unchanged from 043 and I am not repeating the argument.
