WHAT HAPPENED ON 30 SEPTEMBER#

Eastern Europe & Black Sea (EU ▲4)

  • Russia launched its biggest assault on Ukraine's energy infrastructure in months. About 190 drones and missiles hit power facilities in Kyiv and other cities. Seven people were killed, per Zelensky, and emergency power cuts were imposed in Kyiv and three other regions. Russia's Defence Ministry called it a "massive strike" on a communication centre in Kyiv, energy facilities and port infrastructure at Izmail. Confirmed
  • Casualty figures differ by source and time. Al Jazeera reported at least four dead in Kyiv and the surrounding region, including a child. The higher figure of seven, including a child, comes from later official reporting. A missile struck Vyshhorod, and DTEK restored power to about 8,000 households. Confirmed

  • Trump said the Iran war will be "quickly won, one way or the other," saying "their Navy is gone, their Air force is gone." He also claimed more oil left Hormuz in the past three days than at any time in history.   • UK Prime Minister Andy Burnham said there are "strong indications that Iran played a part" in the weekend incident at RAF Fairford, where five men were arrested early on 27 September near a base from which US B-1 bombers fly missions against Iran. Rubio said the incident "clearly involves the hands of a foreign actor." The five were released on bail. No public confirmation yet that Iran directed it, and Iran denies involvement. ASSESSMENT#

The forecast audit is the main correction in this edition. A ledger that over-reports how many forecasts are pending, and leaves overdue ones silently unscored, flatters the record. Four resolutions move the running Brier score from 0.21 to 0.20, mostly because the two NO calls came on forecasts priced low. The 55% Houthi forecast is a clear miss, and I should have resolved it on 25 September.

On the day itself, the Kyiv energy strike is the most serious event, and it fits Russian statements about a winter campaign against the grid. On Iran, the Fairford arrests are the new development. The UK government's "strong indications" language is a real step beyond earlier caution, but it stops short of a finding that Iran directed the plot. Trump's claims about oil flows and the FlyDubai item are the sort of statements this desk reports but does not score as fact.
