The day in one line. Trump declared an "ENERGY CEASEFIRE" between Russia and Ukraine. By that evening Zelenskyy said a Kharkiv power plant had been hit. Trump also said he is weighing a return to strikes on Iran, three days after promising in writing that there would be none before the midterms. Riyadh's airport was hit for the fourth time in five days. Pakistan placed its northwestern province of Khyber Pakhtunkhwa under emergency rule. The headline holds at 87, and the precise total crosses 87.00.

KEY JUDGMENTS#
- The "energy ceasefire" is an announcement, not yet an agreement. Trump says "both parties have agreed." Zelenskyy said it was "news to him," and the Kremlin issued no confirmation. Zelenskyy then reported a strike on a Kharkiv power plant the same evening. This desk gives it no de-escalation credit until both sides confirm it and it holds for 48 hours. It is still the first time this war has had any named energy truce in place since 2025, so the EU is held flat rather than raised. (Confidence: high.)
- The risk of a US strike on Iran is coming back. After 13 people died in Riyadh, Trump said he is reconsidering the US role in Yemen and weighing whether to resume strikes on Iran. That contradicts his written promise of 8 October not to strike before 3 November. The market is likely underpricing this risk. (Confidence: moderate.)
- The Houthis are hitting Riyadh airport at a rate defences cannot keep up with. Four strikes in five days, a Pakistani national killed on Sunday, and Saturday's toll revised up to 13 dead. Saudi Arabia and the Pakistani forces deployed there now share the casualties. (Confidence: high.)
- Pakistan's emergency in Khyber Pakhtunkhwa is a security event, not just a political one. The province borders Afghanistan, has one of the highest densities of militant attacks in the world, and is the power base of the largest opposition party, Imran Khan's PTI. Islamabad has removed its elected government, detained its chief minister and cut internet access. (Confidence: high.)
WHAT HAPPENED — 11 OCTOBER#
🔴 MIDDLE EAST — 100 = · EU 173 ▲2#
Riyadh, hit again
- At about 20:30 local time, a projectile struck the tarmac beside parked aircraft at King Khalid International, near terminals 3 and 4, which handle domestic flights. It started a fire. GACA reports one dead, a Pakistani resident, and 11 injured. The airport had been closed since Saturday.
Confirmed - An Indian citizen died of injuries from Saturday's attack, bringing that toll to 13. That is the deadliest attack in the kingdom since the Iran war began in February. The airport has now been struck four times in five days.
Confirmed - Trump says he is weighing whether to join the fight against the Houthis and whether to resume strikes on Iran. He says he intends to speak with Crown Prince Mohammed bin Salman. No call had been reported by the end of the day.
Confirmed(statement) - Iran's foreign minister Araghchi called Saudi FM Prince Faisal bin Farhan. It is their first publicly reported contact since the Houthi escalation. Araghchi: "Insisting on a military approach and disregarding a political solution would only further complicate the situation." Tehran offers to help start talks between Saudi Arabia and the Houthis.
Confirmed - Türkiye condemned the repeated attacks. Iran denies directing the Houthis.

Hormuz & Gulf
UKMTO: an unidentified projectile struck an outbound tanker in the Strait of Hormuz on Sunday afternoon, hitting its port side and causing a fire. The crew is safe.
ConfirmedOvernight 10–11 October, ship masters anchored off Ras al-Khaimah, UAE, were ordered by radio to leave their anchorages. UKMTO is investigating.
ConfirmedThe UAE coastguard rescued 22 crew from an unnamed tanker on fire near its coast. The cause has not been identified.
ConfirmedCENTCOM released footage of the strike on Ocean Molica (RIX-055). UKMTO says it is investigating. US Senator Chris Murphy questioned strikes on commercial ships.
ConfirmedIranian statements:
- IRGC: any tanker that ignores the strait's "security and rules" will "face a similar fate."
- Armed forces chief of staff Sayyari: "If anything else happens against Iran, we will strike them again."
- Nuclear chief Eslami: "The achievements of our indigenous nuclear industry cannot be stopped." He criticised the IAEA for not condemning US threats to bomb Iran's nuclear sites.
ConfirmedThroughput collapse. Kpler (via CNBC) puts crude transits through Hormuz at 8.5 million bpd in the week to 7 October, about 40% below normal. That is down from above pre-war levels at the start of the month. At least 12 ships were attacked in the week to 5 October, the highest weekly count of the war.
ConfirmedThe talks. Messages are still being exchanged through mediators. No breakthrough is expected before Israel votes on 27 October or the US votes on 3 November. Iran wants the June memorandum of understanding restored and US support for an Iran–Oman deal on routes through the strait. It says it could dilute its highly enriched uranium in later stages but will not give up enrichment.
Analysis
Score rationale. The theater stays at the ceiling. EU ▲2: +1 for the fourth airport strike and casualties among Pakistani and Indian nationals, +2 for the US president reopening the option of striking Iran, and −1 for the first Iran–Saudi contact since the escalation.
🔴 EASTERN EUROPE & BLACK SEA — 100 = · EU 192 =#
- Trump on social media: "Effective immediately, there is an ENERGY CEASEFIRE in the War between Russia and Ukraine. Both parties have agreed." No duration and no terms. The Kremlin made no immediate statement.
Confirmed(announcement) - Zelenskyy says the deal was "news to him," but that Kyiv would back a real truce if Moscow complied. He says Ukraine is ready to stop striking Russian refineries if Russia stops striking Ukraine's energy system.
Confirmed - Zelenskyy listed alleged violations on X: Shahed drones over Ukraine throughout the day, glide-bomb strikes, and an evening strike on a power plant in Kharkiv. CCTV shows a Russian strike hitting a grocery store on a residential street in Kharkiv.
Confirmed(Ukrainian account and footage) - Zelenskyy's offer on elections: he will hold elections if Putin agrees to a 60-day full ceasefire. His elected term ended in 2024 and has been extended under martial law.
Confirmed - A drone shut down Yandex's data centre in Vladimir, east of Moscow. It is the third Yandex facility hit in a week, after Sasovo and Kaluga. Yandex says operations there are "completely suspended" and the remaining configuration is "unstable," and it advised clients to activate disaster recovery.
Confirmed - A timeline of Trump–Zelenskyy relations, from the Oval Office clash to public criticism, puts this week's "new president" remark in context.
Analysis
Score rationale. The theater stays at the ceiling and the EU is held at 192. Escalation continued: Kharkiv was hit and a third AI data centre was struck. Against that, a declared energy truce now exists, however thin, along with an explicit Ukrainian offer of reciprocity. They net to zero.
🟠 INDO-PACIFIC — 74 = · Coverage C#
- No Indo-Pacific conflict event was found for 11 October. The Taiwan National Day speech and the PLA response (RIX-055) are the latest data.

🔴 AFRICA — 97 = · Coverage B#
- A migrant boat capsized off Guhere, near Obock, in Djibouti on the night of 8–9 October. IOM (Sunday) counts at least 139 dead, including 15 children, and 84 missing. The boat was heading to Yemen with more than 300 people aboard, and the more than 80 survivors are all Ethiopian. IOM has recorded more than 20,000 movements from Ethiopia into Djibouti since 10 September, the same window as the renewed Tigray war. "A devastating loss of life," IOM said.
Confirmed - The Ebola (Bundibugyo) outbreak in DRC stands at 8,728 confirmed cases and 4,205 deaths, with a case fatality rate of 48.2%, across 64 health zones in seven provinces. Alimbongo in North Kivu has reported its first cases. North Kivu now accounts for about 40% of new cases. Contact tracing is at 80.4%, below the 85% target. Kenya's single imported case remains the only one confirmed outside the region.
Confirmed(WHO data to 6–8 October) - Analysts say Ethiopia and Eritrea are "inching towards war" as accusations escalate on both sides.
Analysis
Score rationale. Holding at 97. The Djibouti disaster is a humanitarian consequence of two wars, Tigray and Yemen, joining across the Bab al-Mandeb migration corridor. It is not a new conflict event.
🟠 SOUTH & CENTRAL ASIA — 67 ▲2 · Coverage A#
- Pakistan has imposed emergency and governor's rule in Khyber Pakhtunkhwa. President Zardari signed the proclamation on the advice of PM Shehbaz Sharif, under Articles 232 and 234. It says the PTI-led provincial government "has failed to demonstrate the ownership, will and intent" to fight terrorism. Governor Faisal Karim Kundi (PPP) takes over executive functions. The army is already deployed.
Confirmed - The government's case rests on terrorism figures. The PICSS think tank counts 1,232 militant attacks across Pakistan in the first nine months of 2026, already above the full-year totals for 2025 (1,066) and 2024 (908). Most were in KP and Balochistan. Ministers accuse the PTI government of being "hand in glove with the terrorists" but have published no evidence.
Confirmed(figures) /Claimed(accusation) - A new secretariat now runs 12 "designated districts," mostly former tribal areas along the Afghan border. There, the separation of judiciary and executive is suspended.
Confirmed - NetBlocks reports major connectivity disruption in parts of the province. Imran Khan's sisters have been in preventive detention in Punjab since 20–21 September.
Confirmed - In Riyadh, a Pakistani national was killed in Sunday's strike. Islamabad has "a substantial number of forces" in the Saudi capital.
Confirmed - India: youth groups say they are "not backing down" after the crackdown in New Delhi. Nepal: flash floods on the Budhi Gandaki have left at least five missing.
Confirmed
Score rationale. ▲2 to 67. The federal government has suspended an elected provincial government on the Afghan frontier during a record year for militant attacks, while also deploying forces abroad. That widens the gap between security risk and political legitimacy in the most fragile part of Pakistan.
🟠 AMERICAS — 71 = · Coverage C#
- Isaias aftermath on the Gulf Coast. The toll is unconfirmed (see RIX-055). No conflict event was found.

CROSS-THEATER MONITORS#
⚡ Energy#
| Indicator | Reading |
|---|---|
| Hormuz crude transits | 8.5M bpd (week to 7 Oct), about 40% below normal |
| Ship attacks, week to 5 Oct | 12, the highest weekly count of the war |
| US blockade (since 14 Jul) | 4 disabled · ~135 turned around · 10 tankers destroyed |
| Energy ceasefire (Russia–Ukraine) | Declared by Trump, not yet confirmed by the Kremlin, violations alleged the same day |
The read. If the energy ceasefire holds, it is the most important supply event for diesel this quarter. If Hormuz throughput stays 40% down, it is the most important for crude. Today the first looks fragile and the second looks to be getting worse.
☢️ WMD & Nuclear#
- Eslami says Iran's nuclear progress "cannot be stopped." Tehran will consider diluting its uranium but not abandoning enrichment. Trump's reconsideration of strikes puts Iran's nuclear sites back in the picture.
