Decode. Dominate. Deliver.

The day in one line. The deadliest attack inside Saudi Arabia in more than a decade: a Houthi strike killed 12 people at Riyadh's King Khalid International Airport and wounded more than 300. That came one day after Washington lifted sanctions on Russian diesel and Trump called for Ukraine to replace Zelenskyy. The headline holds at 87. Both ceiling theaters' Escalation Units rose again.

KEY JUDGMENTS#

  1. The Houthi air campaign against Saudi Arabia has become a mass-casualty campaign against civilians. Twelve dead and more than 300 wounded at the capital's main airport puts this attack in a different category from the earlier strikes on airports. It is the kind of event that forces a response from Riyadh, and possibly from Washington. (Confidence: high.)
  2. The US position on Ukraine changed sharply this week. Washington lifted sanctions on Russian diesel exports, Trump said Ukraine needs "a new president," and Rubio said stalemates can end "through escalation." Kyiv now faces pressure from both Moscow and Washington at once. Russia read the change quickly: Zelenskyy said "Russia expressed its thanks." (Confidence: high.)
  3. The US is now enforcing its naval blockade of Iran with force. On 10 October a US jet bombed the stern of a Panama-flagged cargo ship trying to run the blockade. On the same night the IRGC claimed a supertanker hit a naval mine. Both sides are now using force against commercial shipping. (Confidence: high on the US strike, low on the mine.)
  4. The Ethiopia–Eritrea crisis has moved to the UN. Eritrea asked the Security Council for Chapter VII "deterrent measures." Residents of Adigrat are celebrating a reported Eritrean pullback. Both governments now have an interest in being seen to de-escalate, so this desk holds Africa flat and does not lower it. (Confidence: moderate.)

WHAT HAPPENED — 10 OCTOBER#

🔴 MIDDLE EAST — 100 = · EU 171 ▲4#

The Houthi campaign against Saudi Arabia

  • A Houthi strike on Riyadh's King Khalid International Airport killed 12 people and wounded more than 300, according to Saudi authorities. Analysts call it the deadliest attack inside the kingdom in more than a decade. The coalition calls it a war crime. GACA suspended operations and diverted flights. The US and UK issued new travel warnings. Confirmed
  • The weapon used has not been identified. The Houthi arsenal includes the Palestine-2 (two-stage, solid-fuel, about 2,000 km range), the Toufan, apparently a rebranded Iranian Ghadr with a range of 1,350–1,950 km and in some cases cluster warheads, and the shorter-range Burkan and Badr. The Houthis mix drones and missiles at different speeds to saturate defences. Analysis
  • Saudi stocks of Patriot and THAAD interceptors are limited. Many were used up early in the Iran war. Analysts say Saudi missile defence was built to face Iran and is only now being turned toward Yemen. "One will always come through," says Nawaf Obaid of King's College London. Analysis
  • Counted from Thursday onward, Saudi airports have now been hit repeatedly in four days: Abha, Riyadh (three dead on 8 October, including a Saudia pilot), Jazan, Najran and now Riyadh again. Confirmed

Yemen's ground war ("Dawn of Yemen")

  • The government's "Dawn of Yemen" offensive, launched on 4 October, aims to retake all Houthi-held territory, including Sanaa. Fighting is fiercest around Mocha, Dhubab and Taiz. The Houthis took Mayyun Island in Bab al-Mandeb in September. Confirmed
  • The government claims more than 2,750 "precision strikes" and more than 1,400 Houthis "neutralised" in the 24 hours before Saturday. The coalition says it has destroyed 136 military targets, including launch pads and radars. Strikes have hit Sanaa International Airport, at least four telecom sites and Mount Attan, which took 10 raids. Claimed (party figures)
  • The UN has recorded at least 46 civilians killed and more than 130 injured since August. IOM counts more than 200,000 displaced. Confirmed
  • At the UN on 9 October, US ambassador Bartos said Washington was "gravely concerned". He demanded that the Houthis stop attacking Saudi Arabia and that Iran end its support for them. Washington has so far signalled that it will not intervene. Confirmed
  • Hormuz is closed, so Saudi oil exports now lean on Bab al-Mandeb, which is why that strait has become the main objective of the war in Yemen. Analysis

Gulf of Oman & Hormuz

  • A US fighter jet struck the stern of the Panama-flagged cargo ship Ocean Molica (also called Arika Sun) in the Gulf of Oman after it left an Iranian port. CENTCOM says the strike was "fully disabling the ship's propulsion without harming the crew," after the crew "ignored repeated warnings and attempted to run the ongoing naval blockade against Iran." Confirmed (CENTCOM)
  • The IRGC Navy says an unnamed crude supertanker struck a naval mine on Saturday night and caught fire. It says the ship was on an "unauthorised route" with its navigation systems switched off. Claimed (IRGC)
  • The blockade so far (CENTCOM): since it resumed on 14 July, 4 commercial vessels disabled, about 135 turned around, and 10 IRGC-linked tankers destroyed. Washington says Iran has exported no oil through the blockade line. Confirmed (party figures)

Iran–US

  • Rubio's language about a clash of civilisations drew a rebuke from Tehran, which called it an "anachronism." Iran's reply to the US counter-proposal on Hormuz is still awaited (F-20261009-01). Trump's written pledge not to strike before 3 November stands. Confirmed

Score rationale. The theater stays at the ceiling. EU ▲4: +3 for the deadliest strike inside the kingdom in more than a decade, and +1 for the US now using force to stop blockade runners. The claimed mine strike carries no weight until it is confirmed.

🔴 EASTERN EUROPE & BLACK SEA — 100 = · EU 192 ▲2#

  • Russian glide bombs killed 20 people in Zaporizhzhia, including three children, one of them a six-year-old girl. Zelenskyy says five glide bombs hit residential buildings, and part of one apartment block was reduced to rubble. This is the third mass-casualty attack on Ukrainian civilians this week, after Pryluki (22 dead) and Kramatorsk (30 dead). Confirmed
  • The US has lifted sanctions on Russian diesel exports. Trump and Putin agreed on 9 October that Russia would put more than 300,000 t of diesel onto US and world markets. Trump has tied it to bringing down fuel prices before the midterms. Confirmed
    • Zelenskyy: "Russia expressed its thanks for the lifting of sanctions on diesel exports." He says every extra $1bn Russia earns pays for weapons components, drones and missiles.
    • EU foreign policy chief Kallas: "This is not the time to ease pressure on Russia and Europe won't."
    • US congressman Don Bacon (R) says Congress's new sanctions law should be enforced, not rolled back.
  • Trump on Zelenskyy: "I think it's time for Ukraine to get a new president … He better damn well stop," referring to Ukraine's strikes on Russian refineries. Ukraine's foreign minister Sybiha replied that Zelenskyy "has the support of the Ukrainian people, and they have the right to decide." Confirmed
  • Hours after the diesel deal, Ukraine struck a Russian fuel site. Confirmed
  • The Kremlin says talks are unlikely to resume soon. On the 9 October call, Putin told Trump that talks would not restart immediately. Kremlin aide Ushakov said Kyiv had "interrupted the possibility of an immediate resumption," citing Ukrainian drone attacks on Moscow and on polling stations during Russia's September parliamentary elections. Confirmed
  • The US hosted talks in Miami with Ukraine, the E3 (UK, France, Germany), the European Commission and NATO. Russia did not attend. Witkoff called them "constructive," covering energy resilience, grain, security guarantees, reconstruction and EU accession. Rubio: "The other way that stalemates end is through escalation." Confirmed
  • UK PM Burnham told Zelenskyy that London will tighten its own sanctions on Russia. Confirmed

Score rationale. The theater stays at the ceiling. EU ▲2: +1 for the third mass-casualty strike on civilians in four days, and +1 for the US relaxing pressure on Moscow, which takes away a constraint on Russia. Ukraine's continued strikes on refineries are noted but carry no weight in this score.

🟠 INDO-PACIFIC — 74 = · Coverage B#

  • In his National Day address, Taiwan's president Lai Ching-te pledged a record defence budget of NT$1.1 trillion (US$34.5bn) for 2027, more than 3% of GDP, meant to "deter war." He said Taiwan "will not give up our freedom" and will not accept subordination to Beijing. Confirmed
  • Taiwan's defence ministry reported 21 Chinese military aircraft and 7 PLA Navy ships around Taiwan in the 24 hours to 06:00. 13 aircraft crossed the median line. Beijing's Taiwan Affairs Office condemned the speech for "separatist thinking." China held drills after Lai's 2024 National Day speech and none after his 2025 one. Its last drills were in late December, after an $11bn US arms package. A further $14bn package, including Patriots, is still waiting for US approval. Confirmed
  • Mount Kanlaon in the central Philippines erupted, sending ash 6 km high. Natural hazard only. Confirmed

Score rationale. Holding at 74. PLA activity was at its usual level for a political anniversary, and there were no drills.

🔴 AFRICA — 97 = · Coverage B#

  • Eritrea asked the UN Security Council to "forcefully condemn Ethiopia's deplorable declaration of war against Eritrea" and to take "the requisite deterrent measures," which in UN terms means Chapter VII action. Foreign minister Osman Saleh warned of "huge devastation to the peoples of both countries." This answers Ethiopia's letter of 9 October, which spoke of an "all-out invasion" and invoked Article 51. Confirmed
  • Residents of Adigrat are celebrating a reported Eritrean withdrawal. Pro-government troops are in the streets. Eritrea still denies it ever entered Tigray. Ethiopian forces have retaken Adigrat from the rebels. Confirmed (reported withdrawal, not verified)
  • Analyst Faisal Roble says both sides are "preparing for the last phase of an open conflict." Analysis
  • In Malawi, motorists are queuing for days in Lilongwe as a fuel shortage brings the capital close to a standstill. This is a second-order effect of the global supply shock. Confirmed

Score rationale. Holding at 97. Eritrea's request for Chapter VII action escalates the dispute in legal terms, but the reported withdrawal from Adigrat points the other way. The two roughly cancel out.

🟠 SOUTH & CENTRAL ASIA — 65 = · Coverage C#

  • In India, opposition leader Rahul Gandhi says protesters were beaten at Saturday's rally "both by cops and BJP goons." The Gen-Z "Cockroach" movement has vowed to keep protesting. Developing
  • Pakistan's forces remain deployed in Riyadh, which ties Islamabad directly to the effects of the airport attack. Confirmed
  • No new Pakistan–Afghanistan or India–Pakistan exchange of fire was found. Not covered

Score rationale. Holding at 65.

🟠 AMERICAS — 71 = · Coverage C#

  • Hurricane Isaias made landfall on the US Gulf Coast around the Florida Panhandle, Alabama and Mississippi. Headlines put the toll at two to four dead, with power cuts estimated at hundreds of thousands of customers. The figures conflict and have not been verified here. The pre-landfall shut-in of about 25% of Gulf of Mexico oil output is the energy-relevant fact. Developing
  • The US charged Nicolás Maduro and Cilia Flores over torture allegations (8 October). Maduro was removed by US military action in January. Confirmed

Score rationale. Holding at 71. The storm is a natural hazard, not a conflict event.

CROSS-THEATER MONITORS#

These monitors are unweighted and do not feed the headline. Their scores were not recomputed for this edition.

⚡ Energy#

  • US sanctions relief on Russian diesel and the 300,000 t pledge set against Ukraine's claim that more than 51% of Russian refining capacity is disabled. The volumes may not be physically available in full.
  • Gulf of Mexico output is partly offline because of Isaias. Hormuz throughput is hostage to the blockade and to IRGC enforcement, and blockade-running is now met with force from both sides.
  • The read: diesel is the political commodity. Washington is trading leverage over Russia for lower pump prices before 3 November.

☢️ WMD & Nuclear#

  • No change. Ukraine struck an ICBM-dismantling site in Nizhny Novgorod (9 October, RIX-054). Putin's Kaliningrad nuclear threat stands.

FORECAST LEDGER#

✅ RESOLVED — F-20261008-03: A further Houthi-caused fatality inside Saudi Arabia between 9 and 22 October? YES, resolved on 10 October by the Riyadh airport strike (12 dead, per Saudi authorities). Priced at 55%. Brier contribution 0.2025.

Ledger: 19 resolved · running Brier ≈ 0.20 (0.2001) · 5 open.

ID Question Resolves Price Status
F-20261008-01 US kinetic strike on Iranian territory, 8 Oct – 3 Nov? 3 Nov 12% Open
F-20261008-02 US–Russia–Ukraine trilateral convenes by 31 Oct? 31 Oct 20% Open. The Kremlin says talks will not resume immediately, and Miami went ahead without Russia
F-20261009-01 Iran's formal response to the US Hormuz counter-proposal by 16 Oct? 16 Oct 60% Open
F-20261009-02 Ethiopian forces strike or enter Eritrean territory by 31 Oct? 31 Oct 25% Open
F-20261010-01 Will the US carry out a declared kinetic strike on Houthi targets in Yemen by 31 Oct 2026? 31 Oct 20% New

Reasoning for F-20261010-01. Washington has so far signalled it will not intervene, and its attention is split between Iran, Hormuz and the midterms. Against that, 12 dead in the Saudi capital is the kind of event that changes US posture. The price is above this desk's baseline for that reason.

WATCH — NEXT 72 HOURS#

  1. Riyadh. How long the airport stays closed, the final death toll, and whether Washington or Riyadh announces a response.
  2. The Iran reply. Expected "in days." Watch whether the airport strike hardens Washington's line.
  3. Diesel and Ukraine. Whether Kyiv pauses its strikes on refineries under US pressure.
  4. Hormuz mines. Any confirmation from UKMTO or JMIC.
  5. The UN Security Council on the Horn of Africa. Whether either letter leads to consultations.

CORRECTIONS & EDITORIAL NOTES#

  • Backfill edition. This edition was compiled on 13 October and covers events up to the end of 10 October. Where later reporting confirmed figures for events on or before that date, the confirmed figures are used. Nothing that happened after 10 October appears here.
  • Clarification of RIX-2026-054. The "300,000 t of diesel" pledge sits within a broader US decision to lift sanctions on Russian diesel exports. RIX-054 reported only the pledge.
  • Date discrepancy. One later explainer dates the Riyadh strike that killed three people, including a Saudia pilot, to "Friday" (9 October). GACA reporting puts it on Thursday, 8 October. This desk keeps 8 October.
