Decode. Dominate. Deliver.
The day in one line. In Goma, former DRC president Joseph Kabila formed a political-military coalition with the M23 rebels and pledged to end "tyranny by any means necessary, including the use of force." Africa rises to 98. In the Black Sea, another ship was sunk off Bulgaria and Sofia is summoning Russia's ambassador. Trump says the energy ceasefire "holds," while Kyiv counts six energy sites hit and 33 people wounded. The headline holds at 87, and the precise total reaches 87.36, its highest in this run.

What the week shows
- The precise total rose +1.66 in six editions and never fell.
- The Middle East EU rose +14 and the Eastern Europe EU rose +11. Both theaters sit at the ceiling, so this escalation is invisible in the headline.
- Africa rose +6 (92 → 98) and was the largest driver of the headline's move. South & Central Asia rose +5 (62 → 67). The Indo-Pacific crossed into HIGH.
- The Americas are the only theater with no change across the week.
KEY JUDGMENTS#
- A second front is opening in the Great Lakes. A former head of state, sentenced to death in absentia, now leads an armed coalition from rebel-held Goma. He has called for force, and his deputy is the former leader of M23's political wing. That threatens the Qatar talks planned for November and risks defections from the army. Africa now has two wars that could escalate further: Ethiopia–Eritrea and DRC–FRN. (Confidence: moderate–high.)
- The Black Sea is now a front that touches NATO. A ship sank off Bulgaria for the second time in eight days, and a Ukrainian-owned vessel was hit 18 nm from the coast. That is far closer than the 80 nm of 6 October. Prime Minister Radev says "the outcome benefits" Russia, and Bulgaria is summoning the Russian ambassador. This is the first time Bulgaria has officially pointed toward Moscow in this sequence. (Confidence: high.)
- The "energy ceasefire" is now contested by every party to it. Trump says it holds and cites "violations on both sides." Kyiv says it made no refinery strikes overnight and counts six Russian strikes on energy sites. Lavrov says Zelenskyy does not "deserve a respite." The gap between Washington's account and what is happening on the ground is the main finding here. (Confidence: high.)
- Saudi Arabia's capital remains without its main airport, and the economic damage is spreading across the Gulf. Flights out of Riyadh are halted, and three more drones were intercepted north of the city. The IMF projects double-digit GDP contractions in 2026 for Kuwait, Iraq, Qatar and Bahrain, and calls the Middle East and Central Asia the only shrinking region in the world. (Confidence: high.)
WHAT HAPPENED — 13 OCTOBER (to 15:30 Beirut)#
🔴 MIDDLE EAST — 100 = · EU 176 ▲1#
Saudi Arabia & Yemen
- Flights at Riyadh are halted. King Khalid International stays closed, with Saudi authorities giving Saturday, 17 October, as the earliest reopening.
Confirmed - The coalition says it intercepted three drones north of Riyadh.
Confirmed - Trump repeated that "the Houthis are misbehaving very badly" but gave no sign of US intervention.
Confirmed - Houthi shelling killed at least five civilians, including a five-year-old child, in Taiz province, according to the Taiz governorate's human rights office, via government TV.
Confirmed(government-side source) - Al-Nassr's league match was held up by a missile alert. Ronaldo then waved a Saudi-flag scarf after scoring. Missile alerts are now part of daily life in the Saudi capital.
Confirmed - Qatar's FM held talks with Yemen's FM. In a speech, the Emir of Qatar said "efforts must be doubled to secure navigation in the Gulf and the Strait of Hormuz" and called for energy facilities to be protected. He also said Qatar had shown resilience through "exceptional" events.
Confirmed
Israel & Palestine
- Israeli forces raided Palestinian NGOs in central Ramallah: the Union of Palestinian Women's Committees and Addameer, whose equipment was confiscated. Snipers were deployed around the Palestine Medical Complex, the largest government hospital in the West Bank (per Wafa). Stun grenades were fired at journalists. Israel calls Addameer a "terrorist organisation."
Confirmed - Gaza: the weekly round-up records more killings in the first days of the ceasefire's second year. Air France says it will follow an Israeli rule barring crew of some nationalities. Trump has not endorsed Netanyahu ahead of the 27 October election.
Confirmed
Gulf economy (IMF World Economic Outlook, 13 Oct)
| Economy | 2026 GDP |
|---|---|
| Kuwait | −16.7% |
| Iraq | −16.0% |
| Qatar | −15.6% |
| Bahrain | −11.3% |
| Iran | −7.6% |
| Saudi Arabia | −3.3%, cushioned by exports through the East–West pipeline |
| Middle East & Central Asia | −0.3% (April projection: +1.9%). The only region in the world expected to shrink |
| World | +3.1% |
The IMF names prolonged disruption at Hormuz as the cause and lists "further escalation in conflicts" as the main downside risk. Confirmed
Score rationale. The theater stays at the ceiling. EU ▲1: +1 for continued attacks on the Saudi capital, with no reopening and drones intercepted, and +1 for civilian deaths in Taiz. The −1 reflects a quieter day at Hormuz in the reporting available by the cutoff, and calls for de-escalation from Qatar and others.
🔴 EASTERN EUROPE & BLACK SEA — 100 = · EU 195 ▲2#
- Drones hit two ships off Bulgaria's Black Sea coast in the early hours (about 01:30 local).
Confirmed- Chelsea 3 (Ukrainian-owned, Maltese-flagged): hit by three drones about 18 nm (33 km) offshore. Damaged but afloat. Its 15 crew (7 Ukrainian, 8 Azerbaijani) were all rescued, and five received medical care.
- A second vessel, not yet named, sank. One crew member has been rescued.
- PM Rumen Radev: "absolutely unacceptable … another attack in the immediate vicinity of Bulgarian territorial waters." He says there is no clear evidence of who did it, but that "the outcome benefits" Russia. The Russian ambassador will be summoned.
Confirmed - Von der Leyen called the Black Sea "another front of escalation" in Russia's war. Rutte says NATO "will adjust its defences as needed" and has already strengthened the eastern flank.
Confirmed - Trump says the energy ceasefire holds. "There's been violations on both sides." He claims, without evidence, that "at least 32,000" people were killed this month. He says "Zelenskyy and Putin have to get together." He portrayed Ukraine as the main obstacle and urged Ukrainians to vote their president out.
Confirmed(statements) - Zelenskyy: "Today alone, the Russians have attacked 6 energy facilities in Ukraine. 33 people were wounded across the country." He says Ukraine carried out no refinery strikes overnight and offers to sign "guarantees."
Confirmed(Ukrainian account) - Lavrov on Zelenskyy: "I do not think he deserves a respite … I don't think we'll be buying into assurances and promises again."
Confirmed - Merz: "Russia will only negotiate seriously under pressure." The EU's new package adds about 1,569 people and entities, its largest since 2022. Republicans and Democrats in Congress say the diesel sanctions waiver may breach US law.
Confirmed
Score rationale. The theater stays at the ceiling. EU ▲2: +1 for a second sinking in eight days, now 18 nm off a NATO coast, with Bulgaria hinting at Russian responsibility. +1 because Russia struck energy infrastructure during a declared truce while Ukraine held back. Both moves come one week after the 6 October attack (Alfa Watan), so the pattern is now repeated, not a one-off.
🔴 INDO-PACIFIC — 75 = · Coverage C#
- No new launch or PLA surge was found by the cutoff. The Korean Peninsula remains in its cycle of hypersonic tests and counter-tests (RIX-057).
Not covered
Score rationale. Holding at 75 (HIGH, at the threshold).
🔴 AFRICA — 98 ▲1 · Coverage A#
DR Congo: Kabila joins M23
- Joseph Kabila, DRC president from 2001 to 2019, launched the Front for the Refoundation of the Nation (FRN) at his residence in Goma, which M23 has held since January 2025. Corneille Nangaa, former head of the AFC (M23's political wing), is among his deputies.
Confirmed - Coalition adviser Ibalanky: the aim is "to put an end to tyranny by any means necessary, including the use of force."
Confirmed - The rebels already hold Goma, Bukavu, their airports, and key crossings into Rwanda and Uganda. Researcher Yvon Muya: "We will likely witness an escalation on the military front." There are fears of army defections to Kabila, a former army chief.
Confirmed/Analysis - Kabila was sentenced to death in absentia last year for treason and war crimes, and the US sanctioned him this year. Talks between the government and M23 in Qatar, planned for November, are now at risk. Kinshasa has not yet responded.
Confirmed - Ebola is concentrated in eastern DRC. North Kivu has about 40% of new cases, so conflict and outbreak now overlap in the same provinces.
Analysis
Ethiopia–Eritrea
- The UAE backs Addis. It condemned the TPLF offensive on 25 September and called for respect for the Pretoria agreement. Saudi Arabia has taken no public position. Riyadh offered to mediate between Ethiopia and Eritrea in 2025. One August 2026 analysis puts Saudi Arabia and Egypt in alignment with Eritrea. No active ceasefire initiative is on the table.
Analysis - Federal forces hold Mekelle, Adigrat and Adwa. The Eritrean border is about 40 km from Adwa.
Confirmed
Score rationale. ▲1 to 98. A former head of state now leads an armed movement allied with Rwanda-backed rebels, and has openly endorsed the use of force. That raises the chance of a wider war in eastern DRC. Africa is now one point below the ceiling.
🟠 SOUTH & CENTRAL ASIA — 67 = · Coverage B#
- India: police detained the leaders of the "Cockroach" movement at a New Delhi protest. At least 35 media workers were detained in 48 hours while covering protests against the government.
Confirmed - Pakistan: Imran Khan's PTI is preparing to fight the federal takeover of Khyber Pakhtunkhwa in parliament and the courts. Parliament must approve the emergency by 21 Oct (F-20261011-01).
Confirmed - Nepal: floods in Gorkha have stranded more than 100 foreign trekkers.
Confirmed
Score rationale. Holding at 67. Repression of protests and journalists is rising, but there was no armed incident.
🟠 AMERICAS — 71 = · Coverage C#
- No conflict event was found by the cutoff. Hurricane Simon is expected to make landfall in western Mexico late this week. Alberta's secession vote is less than a week away. The US oil blockade of Cuba continues.
Not covered/Confirmed
CROSS-THEATER MONITORS#
🖥️ Cyber: a European wake-up call#
- A cyberattack has disrupted hundreds of French supermarkets: more than 300 Intermarché/Netto stores, more than 100 Coopérative U, 80 Carrefour, about 5% of Monoprix and several E.Leclerc. The attackers remotely forced refrigeration systems into defrost. Fridges reached 50°C, food spoiled, and some stores had fires. Intermarché puts losses at "tens of millions of euros nationwide in a single day."
Confirmed - ANSSI is investigating a vulnerability in Danfoss refrigeration controllers running "outdated firmware." Researchers had flagged Danfoss authentication-bypass flaws on 9 August. Spain, Portugal, Poland, Germany and Belgium are also reported affected. No one has been named as responsible.
Developing - The read. Unattributed, but it is a physical-effect attack on civilian supply chains across several NATO states, in the same week as Russian-linked sabotage arrests in Poland. Analyst Lachance: "It could target energy infrastructure or hospitals." This desk does not attribute it.
⚡ Energy & economy#
- The IMF has cut its Gulf forecasts (see Middle East). The US diesel waiver faces legal challenge in Congress. Kpler and Windward data from RIX-056 and RIX-057 stand: Hormuz is running about 40% below normal in crude volume and about 78% below in daily transits.
☢️ WMD & Nuclear#
- No new event by the cutoff. The DPRK's possible hypersonic launch (12 October) and Iran's statement that its programme "cannot be stopped" stand.
⚓ Maritime — Black Sea sinkings off Bulgaria, 6 to 13 October#
| Date | Vessel | Distance off Bulgaria | Outcome |
|---|---|---|---|
| 6 Oct | Alfa Watan (Togo) | about 80 nm | Sank, 10 missing |
| 6 Oct | Able (Palau) | about 80 nm | Fire, 18 rescued |
| 13 Oct | Chelsea 3 (Malta, Ukrainian-owned) | about 18 nm | Damaged, 15 rescued |
| 13 Oct | Unnamed | Off Bulgaria | Sank, 1 rescued |
The attacks are now happening much closer to the Bulgarian coast: about 80 nm on 6 October, about 18 nm on 13 October.

Reasoning. -13-01: the authorities have named 17 October, but the Houthis have hit the airport four times in five days and the inquiry into the air-defence failure is still open. A reopening on schedule is a coin flip. -13-02: the rebels hold strong positions, but taking another provincial capital would be a major step up. Defections in the army are the main way this could happen sooner.
