The day in one line. The Yemen war has reached Saudi oil infrastructure. Hours after the Saudi-led coalition struck a fuel station in Sanaa, the Houthis hit an Aramco administrative building in Dhahran. It is their first strike on the kingdom's oil company in this escalation. Missiles were intercepted over Riyadh and Dhahran this morning, and debris injured four people in the capital. In Ukraine, Kyiv was hit by ballistic missiles for a second day with no warning. The headline holds at 87. The precise total reaches 87.48, the eighth consecutive edition without a decline.

The trend over the eight editions: the precise total is ▲1.78 and has not fallen once. The Middle East EU is ▲17, the Eastern Europe EU ▲12. The first item on RIX-057's watch-list, a Houthi strike on Saudi oil infrastructure, has now happened.

KEY JUDGMENTS#

  1. The war between Saudi Arabia and the Houthis is now a war over energy infrastructure, and both sides are hitting it. The coalition struck Sanaa's al-Sabah central fuel station and oil tanks at Ras Isa and Hodeidah. The Houthis answered at Aramco in Dhahran. Before the strike, they told civilians to evacuate Aramco's headquarters, an Aramco-affiliated refinery in Riyadh and King Khalid airport. Each side warned before striking and then struck, so the warnings now carry weight. (Confidence: high.)
  2. The material damage was limited, but the threshold matters. The target was an administrative building, and the energy ministry reports no injuries. But the kingdom's main oil company has now been hit on home soil while Hormuz is constrained and Saudi exports rely on the East–West pipeline and the Red Sea. The IMF chief warns the effects could spill over "everywhere." (Confidence: high on the threshold. Low that production is disrupted.)
  3. Moscow is using the energy truce to keep up pressure on Kyiv by other means. Ukraine says it has halted its strikes on Russian refineries. Russia meanwhile struck Kyiv with ballistic missiles on two consecutive days, with no warning from partners and detection only as they approached. Washington is lifting sanctions on Russian diesel until April 2027. So far the truce restrains Ukraine more than Russia. (Confidence: moderate–high.)
  4. The emergency in Pakistan's Khyber Pakhtunkhwa has turned violent. Police fired on protesters and at least five were injured. Islamabad is fighting the TTP and the opposition PTI in the same province, which a security emergency alone does not resolve. (Confidence: moderate.)

WHAT HAPPENED — late 13 OCT to 14 OCT (13:15 Beirut)#

🔴 MIDDLE EAST — 100 = · EU 179 ▲3#

Saudi Arabia: the energy front

  • The coalition ordered an evacuation of the Yemeni Oil Company's al-Sabah central station in Sanaa, then struck it. Spokesman al-Maliki says the Houthis used its underground fuel depots to store missiles and drones. Oil tanks at Ras Isa port and an oil station in Hodeidah were also hit. The Yemeni Oil Company says the tanks were empty. Cars queued at Sanaa fuel stations. Confirmed
  • The Houthis then struck an Aramco administrative building in Dhahran, in the Eastern Province. According to the energy ministry (SPA), a fire broke out and was contained, with no injuries or deaths. Houthi spokesman Saree had threatened a "harsh and painful" response to any strike on Sanaa. The Houthis now say they will keep targeting Saudi airports and oil sites "in the coming days." Confirmed
  • Saudi Arabia intercepted missiles aimed at Riyadh and Dhahran on 14 October. In Riyadh, debris from two intercepted missiles injured four people and damaged 15 homes (Civil Defence). Three drones were intercepted north of Riyadh on 13 October. Confirmed
  • The Saudi cabinet, chaired by MBS, says the Houthis will face "consequences." Trump says he "might" ask Erdoğan to intervene on Saudi Arabia's behalf. IMF MD Georgieva warns of negative spillover "everywhere." Confirmed
  • Aviation. Air France-KLM, Air India, Etihad, Lufthansa, Delta, Gulf Air, Qatar Airways and Emirates have suspended flights to Saudi Arabia and to neighbouring states. An Egyptian flight attendant killed in the weekend's Riyadh strike was buried on 13 October. Confirmed

The ground war and humanitarian situation in Yemen

  • Government air strikes on 13 October hit Houthi positions in Taiz: 5 in Dhubab and 4 in al-Masrakh. Clashes continue at al-Shaqab, south of Taiz. A Houthi siege is causing food shortages in Taiz. A rights network reports that Houthi shelling killed 5 civilians, including a five-year-old girl, and injured 17, with more than 180 projectiles fired. Government forces are also reported advancing in Marib. Confirmed / Claimed
  • Cholera (WHO): 8,034 suspected cases and 27 deaths this year. Weekly cases tripled, from 217 in the week of 6–12 September to 647 in the week of 27 September–3 October. 92% of cases are in Abyan, Lahij, al-Dhalea, Taiz and Aden. The WHO has received only $3.78m of the $31m it needs. Confirmed
  • Diplomacy. ICRC president Spoljaric: civilians are paying "an unacceptable price." Merz told MBS that Iran must negotiate seriously. Egypt's FM Abdelatty urged the Houthis to stop and called Araghchi. Confirmed

Iran, the UK and the West

  • MI5's Director-General, Ken McCallum, says Iran wants "to come at harder targets, like military sites." The UK has made 50 arrests in a year to disrupt Iran-linked operations. He says the Fairford case "is not unique." In a separate case, two Latvian men were arrested for trespass at RAF Molesworth. Confirmed
  • Iran's response. The foreign ministry calls the UK's accusation "a clumsy false flag operation." Home Secretary Mahmood says the coordinator is a known individual in Iran. Netanyahu: "We gave the Brits the intel." Confirmed

The Gulf's digital exposure

  • More than 90% of Europe–Asia data capacity runs under the Red Sea (TeleGeography). About one-fifth of global internet traffic passes through Bab al-Mandeb, now a war zone. The IRGC's March target list named the cloud infrastructure of Google, Microsoft and Oracle, and G42. AWS facilities in the UAE and Bahrain were struck by drones in March 2025, and some sites in Bahrain are still unrecoverable. Krieg: the UAE is more exposed than Qatar. Analysis

Israel & Palestine

  • An Israeli strike in Gaza City's Tuffah neighbourhood killed one person. A 4-year-old, Osama Ahmed Abed, died of wounds from an earlier attack. Hundreds of displaced people's tents near the advancing Yellow Line were damaged by explosions and gunfire. Nearly two-thirds of Gaza is under Israeli control or access restrictions. The cumulative toll is more than 74,382. Confirmed
  • West Bank. In raids on Ramallah and el-Bireh, a child was shot with live fire, and journalists Khaled Mattawa (Palestine TV) and Firas Lutfi (Sky News Arabia) were wounded. Netanyahu says Israel is preparing for PA forces to turn against it and would extend its control across the West Bank. Confirmed

Score rationale. The theater stays at the ceiling. EU ▲3: +2 for the first Houthi strike on Saudi oil infrastructure and the explicit threats that came before it, +1 for coalition strikes on fuel sites in Sanaa, Ras Isa and Hodeidah, +1 for missiles over Dhahran with civilian injuries in Riyadh, and −1 for the limited damage at Dhahran and the de-escalation calls from Egypt and the ICRC.

🔴 EASTERN EUROPE & BLACK SEA — 100 = · EU 196 ▲1#

  • Kyiv was hit by Russian ballistic missiles on two consecutive days with no advance warning from Western partners. Zelenskyy says they were detected only as they approached the capital. Casualty figures for Kyiv were not available by the cutoff. Separate reporting says Russian strikes hit Kyiv's power grid and killed 12 in Dnipropetrovsk region. That report gives no exact date. Confirmed / Developing
  • Ukrainian drones struck Saratov region, more than 100 km inside Russia. The governor reports one dead and several homes damaged. Confirmed
  • Ukraine says it has stopped striking refineries under the energy truce. It claims it has destroyed roughly half of Russia's refining capacity. Confirmed (party claim)
  • The diesel deal in detail: 300,000 t in October, 500,000 t in November and 1 million t in December, with sanctions on Russian oil products suspended until April 2027. Novak says Russia could reach 3.5 million t a month by the end of the year. IENE's Stambolis calls the deal "purely political" and estimates about 2 Mt a month is actually available for export. Zelenskyy: "Gifts to Putin will not lead to peace." Von der Leyen says financing Ukraine will be "front and centre" at this week's European Council. Confirmed
  • US pump prices: diesel is up 78%, from $3.81 (28 February) to $6.19 (early October). Gasoline has risen from $2.79 to $4.15. That is the economic logic behind both the diesel deal and the energy truce. Confirmed
  • NATO's "theory of victory." SACEUR Grynkewich's plan is Block, Blunt, Break: stop an advance at the border, strike incoming forces, then break supply chains and command networks. It relies on "affordable mass" in drones and autonomous systems. "Orders that I hope to never give." Confirmed
  • The Nord Stream trial has opened in Hamburg. A former Ukrainian officer, Serhii K., is accused of leading the 2022 sabotage team and denies it. A second suspect is being extradited from Croatia. The trial is expected to run to February 2027 and is a strain on relations between Berlin and Kyiv. Confirmed
  • Russia's FSB arrested a Japanese reporter on Sakhalin for alleged espionage and has moved them to Moscow. Confirmed

Score rationale. The theater stays at the ceiling. EU ▲1: +1 for unwarned ballistic strikes on the capital during a declared truce, +1 for the diesel relief to Moscow being locked in until April 2027, and −1 for Ukraine's verified pause in refinery strikes.

🔴 INDO-PACIFIC — 75 = · Coverage C#

  • China and North Korea will open the New Yalu River Bridge (Dandong–Sinuiju) to traffic on Thursday, 15 October. It has been finished on the Chinese side since 2014. Xi visited Pyongyang in June. Chinese exports to the North reached $2.3bn, a six-year high. A road bridge between Russia and North Korea also opened recently. Trump has suggested he could meet Kim again, but nothing is scheduled. Confirmed
  • China sentenced three people to death for running scam centres in Myanmar, and dozens more were jailed. Confirmed
  • No new launch or PLA surge was found. The bridge opening is the most important signal since F-20261012-01: both of North Korea's great-power patrons are improving its supply lines at the same time. Analysis

Score rationale. Holding at 75.

🔴 AFRICA — 98 = · Coverage B#

  • UN Great Lakes envoy Huang Xia told the Security Council there is a "window of opportunity" because the US-led and Qatar-led processes are converging. "Such a window does not remain open indefinitely." Security in eastern DRC "has continued to worsen." The UN will host a meeting of defence ministers from DRC, Rwanda, Uganda, Burundi and Tanzania in Lusaka on 18 October. Kinshasa had made no public response to Kabila's FRN by the cutoff. Confirmed
  • African Union panel. Sahle-Work Zewde, Kenyatta and Masisi held talks in Goma on 5 October and in Kigali on 6 October, and will continue in Kinshasa. Confirmed
  • Ebola in DRC has passed 9,000 cases, and efforts to curb transmission are faltering. Confirmed (headline. The full figures were not retrieved)
  • Mauritius has imposed a curfew after a night of unrest over a police shooting. Tripoli in Libya is flooded, including hospitals. Namibia is fighting foot-and-mouth disease, and the EU has suspended some meat imports. Confirmed

Score rationale. Holding at 98. The Lusaka meeting and the UN's "window" sit against Kabila's FRN. Neither has moved the battlefield yet.

🟠 SOUTH & CENTRAL ASIA — 68 ▲1 · Coverage B#

  • There has been violence in Khyber Pakhtunkhwa over emergency rule. Protesters clashed with police, police fired on them, and at least five people were injured. Islamabad justifies the takeover by saying the provincial PTI government failed to act against the TTP. Parliament has until 21 October to approve the emergency (F-20261011-01). Confirmed
  • India: after the Cockroach movement's leaders and dozens of journalists were detained (RIX-058), the protests continue. Villagers are resisting being displaced by the $87bn river-linking scheme. Confirmed
  • Azerbaijan: the row over the hijab in schools now involves teachers, pupils and criticism from Türkiye. Sri Lanka: the Rajapaksas are under investigation for corruption and crimes. Confirmed

Score rationale. ▲1 to 68. The KP emergency has moved from detentions to live fire on protesters, in a province bordering Afghanistan that is already the centre of Pakistan's insurgency.

🟠 AMERICAS — 71 = · Coverage C#

  • Colombia's JEP peace tribunal charged 10 former FARC members, including three from the last secretariat, with war crimes and crimes against humanity against Indigenous peoples between 1996 and 2016. Allies of President De La Espriella want to cut the JEP's 2027 budget by about 17%. Confirmed
  • The US fined Bank of America $1.2bn over money-laundering and sanctions violations. Elsewhere, the US is easing sanctions on Russian oil products. Confirmed
  • US: the trial of the Rwandan-American genocide suspect has opened. An ICE vehicle hit a man in Houston. Hurricane Simon is expected to reach western Mexico late this week. Confirmed

Score rationale. Holding at 71.

Indicator Reading
Saudi oil infrastructure First Houthi strike (Aramco administrative building, Dhahran): fire, no casualties
Yemeni fuel infrastructure Coalition strikes on Sanaa al-Sabah, Ras Isa and Hodeidah

The read. Two of the three largest swing energy producers are now under direct attack in their own territory: Russia until this week, Saudi Arabia from yesterday. The third, Iran, is under blockade. No other period this year has had that combination.

🖥️ Cyber & infrastructure#

  • The French supermarket attack (RIX-058) remains unattributed. MI5: Iran is going after "harder targets." The Gulf's exposure in cables and data centres is now explicit (see Middle East).

☢️ WMD & Nuclear#

  • No new event. The Nord Stream trial opening is a reminder of what is at stake when critical infrastructure is sabotaged.

🦠 Health security#

  • Yemen cholera: weekly cases tripled in three weeks. DRC Ebola: past 9,000 cases. Both outbreaks are in conflict zones with failing access.

F-20261014-02 Will the UN-facilitated meeting of defence ministers in Lusaka on 18 October convene with ministers or official delegations from both DRC and Rwanda? 18 Oct 65% New

Reasoning. -14-01: the Houthis have shown intent, given warning and hit Dhahran. But the strike hit an office building, not process plant, and Saudi air defences are concentrating on the Eastern Province. The base rate for hitting a real production site is low, but rising. -14-02: the meeting is on the UN calendar and the region's diplomacy is converging. Kabila's FRN could make Kinshasa less willing to sit down.

CORRECTIONS & EDITORIAL NOTES#

  • Correction to RIX-2026-057. It reported a joint statement by 29 countries condemning Iran's "violent attacks," issued Monday. Another report the same week cites 32 countries in a statement issued Friday on Iran's "hybrid activities." The two may be separate statements, or one statement counted differently. This desk records both figures until the text is confirmed.
  • Timing. The Houthi strike on Dhahran happened late on 13 October, after RIX-058's 15:30 cutoff, so it first appears in this edition.
  • Kyiv casualties. Casualty figures for the ballistic strikes on 13 and 14 October were not available by the cutoff. They will be added when confirmed.
  • Same-day edition: published 13:30 Beirut, data cutoff 13:15.
