The day in one line. The precise total falls for the first time in ten editions, from 87.48 to 87.34. The cause is Africa: Eritrean troops have pulled back from Tigray, and Addis has installed an interim government there. Everywhere else the pressure held. Houthi missiles landed 500 metres from a loaded airliner at Aden airport. Zelenskyy asked the EU for €70bn to fight through 2027. Gaza's health ministry reports 466 deaths from starvation. And the forecast on Iran's formal reply to the US resolves NO. The headline holds at 87.

What the first decline means. This is the index's first downward move since 7 October. It is small, and it comes from a single theater. It does not mean global risk is falling. The Middle East EU rose again, and Eastern Europe's held at its high. It does show the scoring works in both directions.

KEY JUDGMENTS#

  1. Tigray's war is ending in a federal victory, but the dispute between Ethiopia and Eritrea has not ended. Eritrean troops withdrew after heavy Ethiopian drone strikes. Abiy installed a five-member interim administration with a six-month mandate to elections. The TPLF has lost every major city. But Ethiopian armour moved toward the Eritrean border this week, and the disagreement over Ethiopian access to the sea through Assab is unresolved. Africa goes down one point, not three. (Confidence: moderate–high.)
  2. The Houthis have shown they can threaten civil aviation at both ends of the Saudi–Yemeni conflict. Two missiles landed near Aden's runway, about 500 m from an aircraft preparing to take off; Yemen's transport minister said 151 passengers were at risk. That came a day after the strike on the presidential palace and in the same week as 20 attacks on Riyadh's airport. The Houthis say they were aiming at a Saudi command post at Badr camp. Either way, aviation in the theater is now under fire from both directions. (Confidence: high.)
  3. Europe is filling the gap left by Washington, at a price. Zelenskyy put the cost of the war in 2027 at €155bn and asked the EU for at least €70bn more. EU leaders pledged to stand by Ukraine but made no funding decision. Austria urged caution, and Estonia warned of a winter "like hell." (Confidence: high.)
  4. Ukraine is gaining ground while its air defences are weakening. Operation Vivaldi has retaken another 100 km², bringing the total since August to 275 km² and 16 settlements. Russian assaults toward Sloviansk are down from 14 a day in August to 3 a day in October. But Kyiv's power plant was hit without warning, and six in ten Russian drones are now jet-powered. Ukraine is winning on the front line and losing ground in the air. (Confidence: moderate–high.)
  5. Gaza's food crisis is deepening under the ceasefire. The health ministry counts 466 deaths from starvation since 2024, a third of them children. It projects 74,200 children will need treatment for acute malnutrition by April 2027. Israel says no commercial goods have entered for several days and blames a tax dispute with Hamas. (Confidence: high on the figures as reported.)

WHAT HAPPENED — 16 OCTOBER#

🔴 MIDDLE EAST — 100 = · EU 183 ▲1#

Yemen and Saudi Arabia

  • Two Houthi missiles landed near the runway at Aden International Airport, about 500 m from an aircraft preparing to take off (Information Minister al-Eryani). All passengers and crew are safe. The transport minister says 151 passengers were put at risk. The Houthis say they hit "the Saudi forces' command headquarters in the Badr camp" and a weapons depot. Confirmed / Claimed
  • The coalition says it downed missiles and drones over Riyadh and elsewhere in Saudi Arabia. Riyadh accuses Houthi war crimes and accuses Iran of arming and training the Houthis. Iran denies any role and repeats its offer to mediate. A US warning on Saudi airports appears in a live-page headline, but its text was not read. Confirmed / Developing
  • Marib: government spokesman al-Nazili claims "territorial gains" in eastern Marib, with more than 430 Houthis "neutralised" and more than 100 vehicles destroyed in 24 hours. Taiz: government forces say they repelled "large-scale" Houthi attacks and captured a Houthi drone team. The Houthis are still besieging the city and have cut its road south to Aden. Coalition strikes hit Houthi targets in Taiz. Claimed

Israel, Palestine and Lebanon

  • Gaza health ministry (World Food Day):

    • 466 deaths from malnutrition since 2024, a third of them children, and 189 elderly (40.5%)
    • 74,200 children will need acute malnutrition treatment through April 2027
    • anaemia in pregnancy has risen from 41% to 61%
    • nearly 4,000 pregnancy losses in the first half of 2026
    • 1.4 million people (67%) face crisis-level food insecurity or worse

Israel says no commercial goods have entered for several days and blames a tax dispute with Hamas, which Hamas calls "baseless." UNICEF: "We can't go back." Confirmed

  • West Bank: in Abu Falah, northeast of Ramallah, dozens of masked settlers attacked olive harvesters. Washington Post photojournalist Heidi Levine, 64, was beaten and kicked "like probably 50 times," and her cameras were taken. A Palestinian man was shot in the thigh, which witnesses attribute to soldiers. Olive groves were burned in Turmus Ayya and Burqa. US reactions: the Post's editor is "outraged"; Senator Van Hollen asks when Rubio will act; Rep. Khanna calls for ending aid that funds settlements. China's Wang Yi told Israel to stop the "forced establishment" of settlements. Confirmed

  • Italy has opened an investigation into Israeli Defence Minister Katz over the alleged abuse and sexual assault of flotilla activists. A report details an Israeli "zero-click" spyware attack on Al Jazeera staff, delivered through ads. Confirmed

  • Lebanon: Hezbollah MP Hassan Fadlallah says the hundreds of kilos of TNT and C-4 seized at a Dahr el-Baydar checkpoint on 5 October belong to Hezbollah and were "for use against Israel." He demands their return. PM Salam notes that C-4 has been used in past assassinations. Israel still occupies large parts of the south, and the US-run framework is in "prolonged limbo." Qatar announced a "massive" solar plant in Lebanon and called for Israel to withdraw. Confirmed

Iran

  • Pezeshkian: "War's environmental damage threatens future generations." US sanctions are leaving Iranians facing flight cancellations and soaring costs. Iranian messaging is emphasising the cost of the war to Americans ahead of the midterms. Confirmed

Score rationale. The theater stays at the ceiling. EU ▲1: +1 for a strike close to a loaded airliner at Aden, coming just after the palace attack. +1 for Gaza's deepening hunger and the halt in commercial goods. +1 for organised settler violence against foreign journalists. −1 for Iran's mediation offer and the absence of new mass-casualty events in Saudi Arabia. −1 because no new Hormuz incident was confirmed in the sources read for 16 October.

🔴 EASTERN EUROPE & BLACK SEA — 100 = · EU 199 =#

  • At the European Council in Brussels, Zelenskyy said: "The war will cost 155 billion euros [$174bn] next year. And we need at least 70 billion euros more from you." Confirmed

    • Costa: "This is no time to withdraw support to Ukraine."
    • Von der Leyen: "We stand by your side."
    • Estonian PM Michal: a new EU loan is probably needed. "Last winter was already hell, this one will be once again like hell."
    • Austria's Stocker urged caution.
    • No funding decision has been made.
  • Zelenskyy: Putin "does not want peace talks at the moment, in any form." The US diesel deal "will put more money straight into Putin's pocket." He thanked EU leaders as "real leaders," which reads as a dig at Washington. "It's painful when President Trump chooses one side, not our side." Confirmed

  • Battlefield (Ukrainian MoD, ISW and unit data):

    • The Third Army Corps finished phase four of Operation Vivaldi in Donetsk, retaking 100 km². Total since August: 275 km² and 16 settlements.
    • Russia's net territorial gain this year is close to zero.
    • ISW: Russian assaults toward Sloviansk have fallen from about 14 a day (August) to 3 (October). Toward Kramatorsk: from 3 to 0.3.
    • Russian casualties are up 25% on September and nearly 60% on August (Brovdi). Zelenskyy says Russian forces outnumber Ukraine's 6–8 times in parts of the front.

    Confirmed / Claimed

  • Air war:

    • Kyiv's Thermal Power Plant No. 4 was hit by five ballistic missiles on 13 October with no partner warning.
    • Six in ten Russian drones are jet-powered. The Starshield navigation cap of 160 km/h was lifted on 15 October.
    • Ukraine's air force intercepted more than 4,700 drones and missiles in September.
    • Daily strikes by Ukraine's Unmanned Systems Forces fell from 2,300 to 1,053 between their average and 15 October, which Ukraine links to the satellite restrictions.

    Confirmed

  • Trump says the US is in "denuclearisation" talks with Russia and China, after New START expired. The US and Russia each hold more than 4,000 warheads. China has about 620, after expanding rapidly. Trump says China will "catch up" within five years. Confirmed (statement)

  • Albania: PM blames "foreign hands" as student protests intensify. Confirmed

Score rationale. The theater stays at the ceiling and the EU holds at 199. The front is moving Ukraine's way and Europe is closing ranks. The air campaign against Ukraine's energy system and the loss of US support continue. On 16 October the two cancel out.

🔴 INDO-PACIFIC — 75 = · Coverage C#

  • Trump says Washington is in denuclearisation talks with China and Russia and that he spoke with Xi about it. Beijing has not confirmed. Developing
  • China is buying gold at scale, which analysts link to a move away from holding US dollar assets. Analysis
  • No new launches or major PLA activity were found after North Korea's submarine-launched cruise missile tests on 14 October and the bridge opening on 15 October. Not covered

Score rationale. Holding at 75.

🔴 AFRICA — 97 ▼1 · Coverage A#

  • Ethiopia has installed an interim government in Tigray: five officials, including the mayor of Mekelle, acting on federal "directives and instructions." It has a six-month mandate, after which elections are due. The TPLF has not responded. The 2020–2022 war killed almost 600,000 people. Confirmed

  • Eritrean troops that entered Tigray have withdrawn after heavy Ethiopian drone strikes. This confirms the ACLED reports of withdrawal through Zalambessa (RIX-060). Rubio has urged both sides to de-escalate. An Inside Story panel asks whether diplomacy can now settle the long-running dispute. Confirmed

  • Ebola:

    • Kenya confirmed its third Bundibugyo case: a 65-year-old woman, a close relative of the first two, in quarantine since 6 October. There is no community spread. 127 of 130 contacts have been traced.
    • DRC has more than 9,000 cases and more than 4,300 deaths, the second-largest Ebola epidemic on record.
    • North Ubangi may be an eighth affected province (not yet confirmed).
    • Africa CDC says more than $700m of the roughly $962m disbursed by donors is unaccounted for.

    Confirmed

  • Nigeria: a fuel tanker fire engulfed a market in the south. DRC protests Formula 1's plan to race in Rwanda. Confirmed

Score rationale. ▼1 to 97. It is the first reduction in any theater this month. An external army has withdrawn and a federal administration has been installed, so the Tigray front is winding down. The decline is limited to one point because Ethiopian armour moved to the Eritrean border, the Assab dispute is unresolved, Kabila's FRN–M23 coalition is active in eastern DRC, and Sudan's war continues.

🟠 SOUTH & CENTRAL ASIA — 68 = · Coverage B#

  • India: police detained the Cockroach movement's founder, Abhijeet Dipke, and student leader Neha Bora before a mass flag march in New Delhi. An op-ed argues India's "mass voter purge is hollowing out democracy." Villagers in Odisha allege consent was forged for land taken for an Adani mine. Confirmed
  • Pakistan: Peshawar is mourning 35 dead in the school collapse. Families are demanding justice and inspections have been ordered nationwide. Parliament's deadline to approve the KP emergency is 21 October. Confirmed
  • Russia is positioning itself as mediator between Pakistan and Afghanistan (RIX-060). Confirmed

Score rationale. Holding at 68.

🟠 AMERICAS — 71 = · Coverage C#

  • US: White House press secretary Katie Zacharia was fired after five days. AOC transferred $1m to Michigan Senate candidate El-Sayed. A report says Meta staff restricted Lula's accounts during Brazil's election. Confirmed
  • No conflict event was found. Not covered

Score rationale. Holding at 71.

CROSS-THEATER MONITORS#

⚡ Energy & economy#

  • Ukraine's financing need for 2027: €155bn, with at least €70bn requested from the EU. The Russian diesel waiver (1.8 Mt) stays in place. The Hormuz figures from RIX-060 stand: 15 attacks between 6 and 14 October, and a low of 2.9M bbl on 11 October.

🖥️ Cyber & information#

  • An Israeli zero-click spyware attack was delivered through ad networks and hit Al Jazeera staff. X suspended 13,000 accounts over alleged foreign influence. Iran is calling Starlink a "tool of war."

☢️ WMD & Nuclear#

  • Trump says the US is in denuclearisation talks with Russia and China after New START lapsed. China's arsenal is about 620 warheads. On Iran, he has ruled out nuclear weapons but kept the MOAB as an option (RIX-060).

🦠 Health security#

  • Ebola: DRC above 9,000 cases and 4,300 deaths, with $700m+ in donor money unaccounted for. Kenya has three linked cases and no community spread. Gaza: 466 starvation deaths. Yemen: the cholera surge continues (RIX-059).

FORECAST LEDGER#

❌ RESOLVED: F-20261009-01. Would Iran deliver its formal response to the US Hormuz counter-proposal by 16 October, as publicly confirmed by either government or a named mediator? NO. The sources read contain no public confirmation by either government or a named mediator that Iran delivered a formal reply by the deadline. On 14 October Iran described the US response as "insufficient" and said Washington had accepted some of its seven conditions. That is an assessment of the US position, not a confirmed formal reply. The resolution rests on the absence of a confirmed statement, so it carries some uncertainty, as with F-20260907-01. The forecast was priced at 60%, so its Brier contribution is 0.36.

F-20261016-01 Will the TPLF publicly reject Ethiopia's interim administration for Tigray by 31 October 2026, per a TPLF statement reported by a credible outlet? 31 Oct 65% New

Reasoning for F-20261016-01. The TPLF has lost its cities but not its leadership. Its leader has vowed to fight "on our terms," and the interim administration answers directly to Addis. A statement of rejection is the likeliest response. Against that, the TPLF has been silent for now, and it may choose to stay silent while it regroups.
