RAGE INDEX holds at 87 HIGH: Ukraine hits St Petersburg's oil terminal, Kyiv quits the energy ceasefire, Brent hits $110 and Egypt moves to defend Riyadh.

RIX-2026-063 · RAGE Intel · Sunday, 18 October 2026 · 16:00 Beirut#

Methodology v1.4 · Coverage: 6 of 6 theaters refreshed (3 same-day, 3 light-signal) · Read time: 15 min#

Decode. Dominate. Deliver.

The day in one line. Both capped theaters climb by 3. Ukraine hit St Petersburg with the largest drone attack on the region in four years. Russia says it downed 1,015 Ukrainian drones overnight. Zelenskyy says Kyiv is finished with Trump's energy ceasefire and will resume strikes on Russian refineries. In the Gulf, the IRGC claims two more laden tankers hit mines and caught fire. CENTCOM counters that the strait "is controlled by the United States… not Iran" and that ships are being hit by projectiles, not mines. Brent touched $110 for the first time since May. Egypt's parliament met in emergency session to authorise defensive military aid to Saudi Arabia. The headline holds at 87. The Escalation Units (EU) reach 188 (Middle East) and 204 (Eastern Europe).

KEY JUDGMENTS#

  1. Trump's energy ceasefire is dead, and both sides are back to hitting energy. Zelenskyy counts 76 Russian attacks on Ukraine's energy, oil and gas sectors since the truce was announced. He told the Financial Times Kyiv is "finished" with it and will resume refinery strikes. Within hours Ukraine sent its largest drone attack on the St Petersburg region in four years and hit an oil terminal and an oil depot. Washington is easing pressure on Moscow: the sanctions waiver is now a 60-day pause, and Ukraine has no Starshield. Kyiv is answering by escalating on its own. Expect energy-on-energy strikes through the winter, with Russia's refineries and export terminals now as exposed as Ukraine's grid. (Confidence: high.)

  2. Hormuz is now a contest of claims as much as of ships.

    • The IRGC says mines hit two more VLCCs. It says any ship that switches off its transponders will be treated as "hostile."
    • CENTCOM says the US and its partners control the strait. It says mines have been cleared and ships are being hit by IRGC projectiles.
    • Both cannot be right on any single hull. Ships are being damaged either way: UKMTO counted 12 attacked in the week to 16 October, one of which sank.

The market is reading the risk regardless of who is right: Brent touched $110. (Confidence: high on the damage, low on the mechanism.)

  3. Egypt is moving from rhetoric to a defensive military commitment to Saudi Arabia. Sisi asked for an emergency session of parliament. The National Defence Council "stands fully with" the kingdom. Cairo's stated line is "only defence." Analysts expect air and missile defence, counter-drone systems, naval escort and intelligence sharing, not troops in Yemen. Analysts call it a shift "from a multilateral maritime framework to a bilateral military commitment." It follows the Türkiye and Pakistan pledges under the August Mecca defence pact. The war is drawing in more states. (Confidence: moderate. The vote outcome was not reported by the cutoff.)

  4. Yemen's ground war is now a humanitarian emergency that crosses borders.

    • Displacement: more than 233,000 people since the escalation (IOM).
    • Taiz: "functionally isolated." Its 12 hospitals have four days of fuel (WHO).
    • Refugees: more than 4,000 have reached East Africa, and cholera has broken out in Djibouti's Markazi camp.

The coalition's airstrikes to break the Taiz siege are the next test. (Confidence: high.)

🔴 MIDDLE EAST — 100 = · EU 188 ▲3#

Hormuz

  • The IRGC says two oil tankers, each carrying about 2 million barrels of crude, caught fire after hitting mines in the strait on Saturday. It describes the first fire as "fierce." IRNA says the second was engulfed in a "massive blaze."

    • The IRGC claims one tanker was crossing "with US support." The other was left immobilised.
    • IRNA says both had switched off their positioning and radar systems and used an unauthorised route.
    • Ship names and cargo origin have not been reported.
    • Iranian TV aired a 21-second video it says shows a tanker explosion.

Claimed (IRGC, IRNA). No confirmation from UKMTO, JMIC or a flag state.

  • Conflicting accounts of the same days.

    • Iran's army says two tankers caught fire on Thursday and Friday inside its "prohibited zone" in the Gulf of Oman.
    • Maritime monitors report two tankers struck in Gulf waters off Saudi Arabia on Friday.
    • It is unclear whether these are the IRGC's two ships or different incidents. Developing
  • IRGC naval commander Rear Admiral Ali Azmaei: any vessel that deactivates its navigation systems will be treated as "hostile." Confirmed (statement)

    • CENTCOM says about 400 ships and 100 million barrels transited in the past week.
    • It says mines have been cleared and that ships are being hit by IRGC projectiles.
    • On M/V GFS Pride, the IRGC said a mine, the US said an IRGC projectile. The ship sank under tow.

Confirmed (statement; the competing claims are not independently adjudicated)

  • UKMTO tally for the week to 16 October: 12 vessels attacked.

    Outcome Vessels
    Reached port ~6
    Sank 1
    Disabled 2
    Damaged or unconfirmed 3

Separately, a tanker was hit by an RPG 78 nautical miles northeast of Jubail. Last Sunday (11 Oct), six vessels were attacked, the most in a single day of the war. Confirmed

  • Flows. Kpler: about 11.6 million bpd in the seven days to 13 October, 68% of the pre-war 17.1 million. Daily readings swing widely: 20.8M bbl on 8 Oct, 2.9M bbl on 11 Oct. Confirmed (Kpler)

  • Ships attacked off the UAE and Yemen were reported in Al Jazeera's live coverage. Off Yemen, UKMTO says at least seven armed men in a skiff fired two shots at an LNG tanker off al-Mukalla. The ship's security returned two warning shots and the skiff turned away. Confirmed (UKMTO, for the Mukalla incident) · UAE incident Developing

    • Secretary Rubio wants a "crackdown" on settler violence.
    • A hardline rabbi's ruling permitting the theft of Palestinian olives drew an uproar.

    Confirmed

  • Israel–Europe ties are fraying ahead of the 27 October election. Analysis

Score rationale. The theater stays at the ceiling. EU ▲3 to 188:

  • +1 Hormuz. Two more IRGC mine claims on laden VLCCs, plus a declared "hostile" policy toward dark ships. CENTCOM openly disputes who controls the strait. Damage is confirmed even where the mechanism is not.
  • +1 Widening. Egypt has formally moved toward a defensive military commitment to Saudi Arabia, joining the Mecca-pact pledges.
  • +1 Yemen and markets. Escalating ground fighting with cross-border refugee and cholera spillover, Brent at $110, and a reported US order to prepare larger strikes after 3 November.

Ukraine strikes St Petersburg

  • The largest attack on the St Petersburg region in four years (TASS). Governor Alexander Beglov says at least 1 killed, 5 injured. Confirmed

    Site Impact
    St Petersburg oil terminal Fire
    Ruchi oil depot Fire
    Kolpino industrial warehouses Fire
    Ozon logistics hub Fire
VK data centre (Leningrad region) Hit by drones, services stayed up
    Pulkovo airport Operations restricted
Residential Several buildings and 2 houses damaged
  • Leningrad governor Alexander Drozdenko: 145 drones shot down and about 20,000 people without electricity. Russia's defence ministry: 1,015 Ukrainian drones neutralised overnight across Russia. Claimed (Russian MoD, for the count) · damage Confirmed

The energy ceasefire collapses

  • Zelenskyy: Russia has hit Ukraine's energy, oil and gas sectors 76 times since Trump announced the energy ceasefire. He says Moscow aims to "cause a blackout." He told the FT Kyiv is finished with the ceasefire and will resume strikes on Russian refineries. Confirmed (statement)

  • Overnight Russian strikes:

    • 2 killed and 12 injured, including 2 children, in strikes on residential buildings.
    • An agricultural enterprise hit in Volyn.
    • Substations hit in Vinnytsia, Zhytomyr, Khmelnytskyi and Odesa, leaving "tens of thousands of families" without power.

Over the past week Russia launched almost 2,700 attack drones, 1,700 glide bombs and 66 missiles, most of them ballistic. Confirmed

Washington steps back

  • Rubio: Ukraine has asked for Starshield, SpaceX's military-grade service, for deep strikes. It does not have access, and the request is "under conversation."

    • Rubio denied any US-ordered Starlink speed cap: "it wasn't deliberate… I'm not sure Zelenskyy knows what he's talking about."
    • Zelenskyy says terminals do not track antennas moving faster than 161 km/h. That limits interceptor drones and medium-range strikes.

    Confirmed (statements, contested)

  • The sanctions freeze is now a 60-day pause. Rubio says it lets officials assess the global and US economic impact, and notes the measures hit several countries, not only Russia.

    • Trump: "We'll figure it out, and you'll figure it out."
    • Zelenskyy: "Financial rewards for Putin – all of this only encourages him to keep attacking."
    • Criticism from both parties in Congress and from Europe.

    Confirmed

European unrest (noted, not scored)

  • France: nationwide reform and cost-of-living protests turned to looting, arson and clashes, with "yellow vests" joining.
    • About 1,200 arrests and 150 officers injured.
    • Limoges town hall burned.
  • Cost-of-living protests also hit Belgium, Italy and Portugal.
  • Albania: police fired rubber bullets, and protesters allege police brutality.

Confirmed

Score rationale. The theater stays at the ceiling. EU ▲3 to 204:

  • +1 for the largest Ukrainian strike on the St Petersburg region of the war's last four years, which hit oil export infrastructure.
  • +1 for the formal end of the energy ceasefire, with both sides now committed to energy-on-energy strikes.
  • +1 for sustained Russian grid strikes across four regions, on a weekly scale of about 2,700 drones and 66 missiles, while Ukraine is denied Starshield.

European civil unrest is not scored in this theater.

🔴 INDO-PACIFIC — 75 = · Coverage D#

  • No new Indo-Pacific security event was found by the cutoff. The latest data points remain DPRK cruise-missile tests (14 Oct), the China–DPRK bridge opening (15 Oct) and Trump's claim of denuclearisation talks (16 Oct). Not covered

Score rationale. Holding at 75. Coverage D for the third straight edition. This is a collection gap, not a calm.

🔴 AFRICA — 97 = · Coverage B#

  • DRC:

    • Kabila's new Front pour la Refondation de la Nation (FRN) replaces the AFC–M23 alliance and calls for resistance "by all means, including force."
    • Vital Kamerhe: "You cannot erase your own record by accusing your successor."
    • The FRN says it assumes the AFC's Doha commitments. Doha talks cover a ceasefire, refugee returns and detainee releases. Washington is pursuing a DRC–Rwanda track (FDLR neutralisation, Rwandan withdrawal).
    • No reporting on the Lusaka defence ministers' meeting was found by the cutoff.

    Confirmed · Lusaka Not covered

  • Kenya: Ebola cases rise to 7 after four new confirmations, including 3 health workers who treated the first patient. Confirmed

  • Tunisia: the largest protest in years, as joblessness, failing services and rising prices deepen the crisis. Confirmed

  • Sudan: the chronically ill face "food or medicine" choices. Confirmed

  • Cameroon: a reshuffle is still awaited after Biya's return. Confirmed

Score rationale. Holding at 97. The Kenya cluster spreading to health workers is serious for the health monitor, but it is not yet community transmission. The FRN's Doha-commitment line cuts slightly against escalation and offsets the "by all means" rhetoric.

🟠 SOUTH & CENTRAL ASIA — 68 = · Coverage C#

  • India:

    • At least 19 killed in a stampede at a Durga Puja gathering in Kolkata.
    • Rubio's Mumbai visit has drawn domestic political backlash.
    • Women protested police brutality in New Delhi, and an AI tool is helping stranded protesters get home.
    • Dhruv Rathee led an anti-BJP protest in London over alleged electoral manipulation.

    Confirmed

  • Bangladesh: 10 killed in a fire at a Cox's Bazar beach resort. Confirmed

  • Central Asia: Rubio's Uzbekistan trip underlines the region's search for diverse partners. Analysis

  • Pakistan: no update on the KP emergency vote, due by 21 October (F-20261011-01). Not covered

Score rationale. Holding at 68. The deaths are hazards and civil unrest, not conflict.

🟠 AMERICAS — 71 = · Coverage C#

  • Canada: a "serious incident" (fire) at an Alberta military base caused deaths and injuries. The cause is not stated. Confirmed
  • Guatemala: a former prosecutor was shot dead at a sports centre. Confirmed
  • Mexico: 11 missing after a boat sank off Baja California. Confirmed

Score rationale. Holding at 71. Watch the Alberta incident for any finding of sabotage ahead of the ~19 October secession referendum. Nothing suggests that yet.

F-20261018-02 Will a Russian official or state media confirm a Ukrainian drone or missile strike on a Russian oil refinery, between 18 and 25 October 2026? 25 Oct 75% New

Reasoning for F-20261018-01. Parliament's approval is likely; Sisi requested the session himself. But deployment also requires a Saudi request, and Cairo is stressing "if the kingdom asks." Air-defence units can move in days, but both governments may keep deployments quiet. The question needs public confirmation, so it is priced below even.

Reasoning for F-20261018-02. Zelenskyy has publicly committed to resuming refinery strikes, and Ukraine has just shown it can put more than 1,000 drones into Russian airspace in a night. Regional Russian governors routinely confirm refinery fires. The risk is the short window, and that Kyiv may favour terminals and depots, as it did on 18 October. Hits on the St Petersburg oil terminal and the Ruchi depot do not count: neither is a refinery.

WATCH — NEXT 72 HOURS#

  1. Egypt's parliamentary vote: the margin (two-thirds needed), the scope ("defence only"), and any Saudi request.
  2. Hormuz: the names and flags of the IRGC's two tankers, any oil spill, and whether UKMTO or JMIC attribute the damage to mines or projectiles.
  3. Ukraine's refinery campaign: the first confirmed refinery hit (F-20261018-02), and Russia's retaliation against Ukraine's grid.
  4. Brent: whether it holds above $110 when markets reopen on Monday.
  5. KKIA and Lusaka: both forecasts close tonight and are scored in RIX-064.
  6. Pakistan's KP vote by 21 Oct. Alberta's referendum around 19 Oct.

CORRECTIONS & EDITORIAL NOTES#

  • Carried over from RIX-062. The following happened on 17 October after RIX-062's 11:30 cutoff and appear for the first time here:
    • the coalition's four-drone interception and Sisi's remarks
    • Kenya's rise to seven Ebola cases
    • the six deaths in Gaza
    • the settler attacks on diplomats and the US ambassador's statement
    • the French and Tunisian protests
    • the Kolkata stampede and the Cox's Bazar fire
  • Sanctions terminology. RIX-062 called the 16 October order a "freeze" of the Graham law. Rubio has since described it as a 60-day pause for economic assessment. This edition uses that wording. The substance of RIX-062's reporting stands.
  • Unconfirmed sourcing. Several Hormuz figures come from Al Jazeera's live coverage of 17–18 October: CENTCOM's statements, the UKMTO weekly tally, the Jubail RPG, Kpler's 11.6M bpd, the $110 Brent print, and the US claims of $25bn and $350m. This desk has not seen the primary statements. They are labelled accordingly.
  • Pending resolutions. F-20261013-01 and F-20261014-02 close at the end of 18 October. This edition went out before then, so both are marked Pending rather than scored. The desk will not resolve a same-day forecast before its window closes.
  • Coverage. The Indo-Pacific is graded D for the third straight edition. That reflects thin collection, not quiet.
