Axios reports the two leaders discussed a major new operation before their elections. The GCC said an attack on any member "affected all six." Egypt's parliament postponed its Saudi vote to 26 October. In Ukraine, a Russian drone killed six people, three of them children, in a Kharkiv-region park. KEY JUDGMENTS#
The Houthis are now killing at a scale normally seen only in full-scale war.
- The strike: three ballistic missiles killed 53 recruits and injured 200 at a training camp in Shabwa. That is more than all reported deaths inside Saudi Arabia from the Houthi campaign to date: at least 18, per Al Jazeera.
- The Houthis' stated policy: any site with a "Saudi-backed" presence is a "legitimate target."
- Iran's alleged role: the WSJ reports IRGC officers directing attacks from the front line, and the coalition confirms an "external state actor."
Taken together, the Houthi front is behaving less like a proxy war and more like a second, Iranian-assisted theater of the main war. (Confidence: high on the strike, moderate on the IRGC role.)
The US–Israel track to a renewed Iran strike is now visible.
- Trump endorsed Netanyahu and said the US would "soon finish the job." He added that if Israel chose another leader, "America will have to do this work ourselves."
- Axios: Trump and Netanyahu discussed a major new operation before both countries' elections.
- Araghchi: "Last time you wanted to 'finish the job', Iran emerged even stronger… Iran has unfinished jobs too."
Analysts still rate a pre-midterm strike as unlikely unless Iran strikes first. But the political cover for one now exists. (Confidence: moderate.)
Arab collective defence is moving from words to process, and slowly.
- The GCC said an attack on any member "affected all six."
- Egypt's National Defence Council approved a support plan.
- But Egypt's parliament adjourned the vote to 26 October after an opposition party asked about the mission's "objectives, duration, cost, or the risks to Egyptian troops."
Cairo will probably say yes. It is in no hurry. (Confidence: moderate.)
Sudan is entering a drone war against civilians. More than 160 people were killed in four days.

The Shabwa massacre (19 Oct). Three ballistic missiles hit a government military camp in Shabwa during a training exercise for new security recruits. Initial reports said at least 18 killed and more than 30 wounded. The Shabwa local authority later raised that to 53 killed, 200 injured.
- The Houthis claimed the strike. Spokesman Yahya Saree said any location with a Saudi-backed military presence is a legitimate target.
- Rashad al-Alimi, head of the Presidential Leadership Council, called it a "terrorist" act and promised a "firm response."
Confirmed- Desk note: some Al Jazeera headlines give 58. This desk uses 53, the local authority's figure in the article body.
Saudi authorities warned Riyadh residents of a "hostile aerial threat" on Monday. Saudi Arabia had already shot down two drones early on Sunday, one near Riyadh and one in the Eastern Province, and a third near the capital hours before.
ConfirmedRiyadh is slowing down. A government message on Sunday ordered "remote work from Monday to Thursday this week." The Kingdom Centre, which houses the IMF regional office, told workers to stay away. Firms in the King Abdullah Financial District told staff to work from home.
Confirmed(AFP sources)Iran's role in the Houthi campaign (WSJ, reported by Al Jazeera).
Developing- IRGC training, intelligence and targeting help, with IRGC officers on the front lines.
- Mahan Air flights reportedly carrying officers, drone parts, missile-guidance kits and detonators.
- Coalition spokesman Maj-Gen Turki al-Maliki confirmed an "external state actor" without naming Iran.
- Iran and the Houthis deny the role.
The GCC foreign ministers in Manama (18 Oct) condemned the Houthi attacks and said "an attack on any member affected all six," invoking the joint defence agreement. They called for tighter enforcement of the UN arms embargo and for the Houthis to be designated "a terrorist organisation." They welcomed the UN Security Council's 15 October statement.
ConfirmedGround fighting.
- The Houthis fired missiles toward Marib (18 Oct).
- Government forces claim gains in Taiz and strikes at al-Aqroudh, al-Shaqab and al-Sarari.
- Taiz food prices are up fivefold, and cooking gas has run out.

Egypt
The National Defence Council approved the support plan on Sunday. But on Monday, parliament adjourned the vote to 26 October.
- The opposition Egyptian Social Democratic Party (nearly a dozen seats) told its members to abstain over a lack of information on "objectives, duration, cost, or the risks to Egyptian troops."
- Two MPs told AFP that most of the party supports the measure.
- A two-thirds majority is required.
- The Grand Imam of al-Azhar urged Arab and Muslim leaders to mediate and "avert further bloodshed."
- Saudi Arabia is due to deposit $5.3bn (plus $267.39m in interest) at Egypt's central bank this month.
Confirmed
US–Israel–Iran
Trump's Truth Social endorsement of Netanyahu (Sunday).
- He called Netanyahu a "great warrior prime minister and an even greater partner for peace."
- He said Iran had been badly weakened and that unless it changes course the US would "soon finish the job."
- "If Israel chose a leader other than Netanyahu, America will have to do this work ourselves."
ConfirmedAxios, citing US and Israeli officials: Trump and Netanyahu discussed a major new operation against Iran before both countries' elections. Several US outlets report the Pentagon has drawn up plans. Trump has reportedly said he will not attack before the midterms.
DevelopingAraghchi (Sunday night): Netanyahu wants to restart the war "to avoid prison." Iran's seven-day proposal is still on the table: if Washington accepts Tehran's conditions, the strait could reopen within six days, with talks resuming the next day.
Confirmed(statement)Israel's election (27 Oct).
Confirmed- Haaretz tracker: Eisenkot-led opposition 52 seats, Likud-led coalition 51 of 120.
- Benny Gantz withdrew after polls put Blue and White below the 3.25% threshold.
- Two Arab-led lists are projected to win 13 seats.
Lavrov's regional tour.
- Manama, 18 Oct: told the GCC the region is "teetering on the brink."
- Tehran, 19 Oct: met Araghchi and Pezeshkian. Lavrov said Hormuz insecurity "is a direct result of the military aggression" by the US and Israel, and that Russian specialists will gradually return to Bushehr.
- The GCC says its states have faced more than 7,000 Iranian missiles and drones since February.

Hormuz & markets
- Brent: $107.57 on Monday morning, down from the $110 high on Friday, the highest since 19 May.
Confirmed - Hormuz. Iranian media say a "violating" vessel was set on fire in a sea-mine blast (Al Jazeera live headline, 18 Oct). Analysts note that oil traffic recovered to pre-war levels last month under US Navy escort, but a new wave of Iranian attacks is again hitting exports.
Claimed(Iran) · contextAnalysis - Qatar's deputy PM Sheikh Saoud bin Abdulrahman (Doha Global Security Forum): "We haven't reached the peak with respect to energy." He rejected Iranian transit fees, and said repairs at Ras Laffan from the March strikes will take years.
Confirmed
Other
- Germany v Iran. A Hamburg court convicted two men of an Iranian intelligence-directed plot to kill Josef Schuster and Volker Beck, with sentences of 8.5 and 4.5 years. Each country summoned the other's ambassador.
Confirmed - West Bank. Police and Shin Bet arrested 10 Israelis near Ofra and Shiloh ("Operation Olive Leaf") over the attacks on diplomats and journalists. The diplomats were from Belgium, France and Poland. OCHA counts more than 200 attacks on farmers since 1 September, against 185 in the whole 2025 season.
Confirmed - Gaza. 27 killed in the past week, and 1,522 killed and 5,421 wounded since the ceasefire.

Score rationale. The theater stays at the ceiling. EU ▲3 to 191:
- +2 Shabwa. A mass-casualty ballistic-missile strike, the deadliest single event of the Yemen re-escalation in this record, with an open-ended Houthi targeting doctrine.
- +1 Iran. The US–Israel signals of a renewed Iran operation (endorsement, "finish the job", the Axios report) and the GCC's collective-defence invocation.
- No offset. Egypt's delayed vote and Lavrov's diplomacy are noted but offset nothing.

- He said he does not want to "drive Russia away" from talks.
- He accused Zelenskyy of not wanting peace, citing Ukrainian strikes on Russian diesel refineries that are "seriously hurting the world diesel markets."
- On Meet the Press, Zelenskyy said the waiver "will hurt Ukraine." He reports "virtually non-stop communication" with Witkoff and Kushner.

Score rationale. ▲1 to 98. Sudan's war has moved to mass-casualty drone strikes in several states at once, including attempts on major dams. Rwanda's alleged transnational repression, in a Great Lakes region already strained by the Kabila–FRN coalition, adds risk. Ebola is tracked on the health monitor and is not double-counted.

- Pakistan has suspended trade with Iran at the Taftan and Gabd-Rimdan crossings. About 2,000 trucks are stranded (QCCI).
Confirmed- The reasons given: Islamabad cites counterterrorism and anti-smuggling. Tehran cites "technical issues."
- The analysts' read: a strategic alignment with US sanctions. Pakistan said earlier this month it will comply with "all applicable sanctions regimes."
- Balochistan violence.
Confirmed- 17 Oct: at least 20 police abducted from a van in Mastung.
- 19 Oct: an army major killed by an IED in Gwadar.
- Context: PICSS counted 225 attacks nationwide in September, the most in 12 years.
- Iran's Sistan-Baluchestan. A senior police official was killed near Zahedan (9 Oct) and a Basij women's commander was shot dead (14 Oct).
Confirmed - India. A court extended the detention of the "Cockroach Janta Party" protest leaders, who are demanding the Chief Election Commissioner's resignation.
Confirmed - KP emergency vote: due 21 Oct. No update found.

Score rationale. Holding at 68, under review. Pakistan's border closure with Iran tests its role as mediator, and the Balochistan reporting describes a worsening trend. Most of these events predate today or come from monthly statistics, so they are not scored as new escalation. A further major Balochistan attack would move this theater, and with it the headline.

CORRECTIONS & EDITORIAL NOTES#
- Late edition. RIX-064 was compiled on 20 October from sources dated 18–19 October. The data window closed at 23:59 Beirut on 19 October, and later events are in RIX-065.
- Shabwa toll. Some headlines say 58 killed. This desk uses 53 killed, 200 injured, the Shabwa local authority's figure as reported in the article body.
- RIX-063 correction. RIX-063 reported that Egypt's parliament met "in emergency session" on 18 October with the outcome unknown. No vote was held. The National Defence Council approved the plan on 18 October, and the House adjourned the vote to 26 October (reported 19 October).
- The Riyadh fatality count. Al Jazeera variously reports 13 (10 Oct airport attack, Saudi authorities), at least 14 (airport strikes, earlier in October) and at least 18 (all Houthi attacks inside Saudi Arabia). The desk treats these as different scopes, not contradictions.
- Forecast resolution. F-20261013-01 was resolved NO on absence of evidence. The rule is published above, and the resolution is reversible.
