1. BOTTOM LINE UP FRONT#
- A third front opened inside the Middle East theater: the West Bank.
- A gun battle near Hebron killed two Israeli soldiers and two Palestinian gunmen.
- Netanyahu ordered a "full lockdown" of the West Bank, cancelled election events, and says the army is preparing its largest operation there since 1967. The vote is in four days.
- Jordan was hit by a rare mass-casualty attack. Masked gunmen killed at least 7 and wounded 34 at a Greek Orthodox church funeral in Karak. No group has claimed it.
- Trump says the US "may do another little" operation against Iran. Brent opened at $114.47. Eight foreign ministers in Istanbul (the E3, Italy, Türkiye, Saudi Arabia, Pakistan, Egypt) urged diplomacy instead.
- Black Sea: Romania formally blamed Russia after a drone sank the cargo ship Khoryv 13 nautical miles off Constanța, with 1 killed and 3 missing. The Kremlin confirmed trilateral talks in Abu Dhabi in the first half of November, and the two sides swapped 270 prisoners each.

3. KEY JUDGMENTS#
The Israeli election window now carries a high risk of a major West Bank operation. A named large-scale operation before mid-November is a roughly even chance.
- Netanyahu: a "full lockdown across all of Judea and Samaria," plus readiness for the largest operation in the territory since 1967.
- Ben-Gvir calls for "full control" of the West Bank and the dismantling of the Palestinian Authority.
- Hamas, PIJ and the PFLP praised the Hebron attack and called for more confrontation.
The main brake: a lockdown may be the operation, branded large to suit the campaign. Confidence: moderate.
Jordan's security has been breached at its most sensitive point. At least 7 were killed at a Christian funeral in Karak, the site of the 2016 ISIS castle attack. Who did it, and why, is unknown. This desk does not link it to the regional war. Jordan is the buffer state between Israel, the West Bank, Iraq and Syria. An attack there raises regional fragility whatever the motive. Confidence: high on the event, low on intent.
Washington is talking about strikes in the conditional tense, while its allies call for restraint.
- Trump: the US "may do another little" operation. He also says he "doesn't know anything" about reports of a weekend strike.
- The Istanbul meeting: the E3, Italy and the four Mecca-pact and regional states urged diplomacy over new attacks. Fidan: "no participant approved of another military intervention."
US allies, including those defending Saudi Arabia, are publicly opposing a renewed war on Iran. That raises the political cost of a pre-midterm strike. A US strike before 3 Nov remains very unlikely. Confidence: moderate.
The Black Sea campaign has crossed an attribution threshold.
- What changed: Romania, a NATO member, formally blames Russia. Khoryv is the seventh cargo ship hit off Romania and Bulgaria in two weeks, with 30 sailors killed or missing.
- What is still holding: the US-brokered track is gaining structure (Abu Dhabi, a POW swap).
- The next step to watch is a NATO Article 4 request. None has been made yet. Confidence: high on attribution, moderate on the trajectory.

8. SCENARIOS — ISRAEL / WEST BANK, THROUGH THE 27 OCT ELECTION AND AFTER#
| Scenario | Likelihood | Would follow if… | Signposts |
|---|---|---|---|
| A. Lockdown plus targeted raids, no named operation | Likely | The lockdown contains attacks and the election passes without a new mass-casualty incident | Checkpoints ease after 27 Oct, arrests rather than brigade deployments |
| B. Named large-scale operation (Jenin, Nablus, Hebron) | Roughly even chance | Another deadly attack, or a post-election coalition built on Ben-Gvir and Smotrich | Reserve call-ups, closed military zones, armour and air support in the northern West Bank |
| C. Regional spillover (Jordan, PA collapse) | Unlikely | A large operation triggers PA security disintegration or unrest in Jordan | Statements from the PA security services, protests in Amman, Jordanian border closures |
ANALYSIS. The key assumption: Netanyahu's campaign incentives favour visible force before 27 Oct. The alternative: the lockdown is the operation, branded large for the campaign. What would change this assessment: an IDF reserve call-up order for West Bank brigades.

Reasoning for F-20261023-01. The prime minister has publicly committed the army to readiness and imposed a territory-wide lockdown. The election creates an incentive to be seen acting. Against this: the 2025–26 West Bank operations ran without new names, the lockdown may itself be the response, and a post-election caretaker period could delay decisions. Resolution: an official announcement naming the operation, or official confirmation of a multi-brigade West Bank operation.
Reasoning for F-20261023-02. Both the Kremlin (Ushakov, Peskov) and Kyiv have publicly endorsed the format and a timeframe, and a POW exchange shows working channels. The risks: Putin's demand for "long-term security" terms before meeting, a major battlefield shock, or the Black Sea escalation. Resolution: officials from both states and the US confirm an in-person trilateral session.
10. WATCH — NEXT 72 HOURS#
- West Bank: reserve call-ups, and the first multi-brigade raids (F-20261023-01).
- Karak: the identity of the attackers, any claim of responsibility, and Jordanian security measures.
- Weekend: the reports of a US strike that Trump dismissed. Watch for embassy drawdowns (F-20261022-01).
- Black Sea: any Romanian or Bulgarian request for NATO Article 4 consultations, and more ship attacks.
- 25 Oct: F-20261018-02 resolves and the Lusaka forecast is voided if unsourced.
- 26 Oct: Egypt's parliamentary vote (F-20261019-01).

- Talks date. RIX-067 reported "10 November" (Ushakov, agreed "in principle"). Peskov now says the "first half of November." Both are carried, and no exact date is confirmed.
- Sourcing on the Trump and Netanyahu quotes. "May do another little" operation and the "largest operation since 1967" are taken from Al Jazeera live-blog summaries and headlines. The desk has not seen full transcripts, so both are labelled REPORTED.
- Unclear date in the Romania article. The source's reference to Romanian jets downing two Russian drones "on Saturday" does not match its own date. The event is carried without a date.
- Indo-Pacific collection gap. Coverage has been C or D in every edition since at least RIX-062. Action: from RIX-069 the desk will run a dedicated sweep of Korean, Japanese, Taiwanese and Philippine sources before scoring the theater.
- The Shabwa toll remains unreconciled (53 / 58 / 75), as noted in RIX-067.
