1. BOTTOM LINE UP FRONT#
- Israel has moved from lockdown to operation in the West Bank.
- Troops are going house-to-house in Hebron. The mayor says about 2,200 people have been forced out of al-Jalda and Ein Deir Bahha.
- About 70 arrests in a day, raids in 15+ towns, and close to 1,000 checkpoints and gates shut.
- Netanyahu: "We will act to destroy this place, to change it completely." The vote is in three days.
- The US–Iran confrontation has entered a plot-and-posture phase.
- A US intelligence memo (DNI to Rubio, reported by Axios and the NYT) says Iranian plots against US officials are at "advanced stages." One official confirmed the memo, and another said Iran lacks the capacity to carry out all of it.
- The US has quietly cut embassy staff in six more countries (CNN). The NYT says US–Israeli strike plans for after the 3 Nov midterms have been drafted.
- Iran's military chief says Iran will fire on US warships that approach.
- Brent: about $117, the highest since April.
- Saudi air defences destroyed a Houthi ballistic missile fired at Riyadh. A Taiz hospital says it will collapse "in days."
- Jordan's church attack: the toll is now 8 dead and 40 wounded. The attack was carried out by three masked gunmen, none caught.
- Headline: 88 (HIGH). RIX-P 87.72 (▲0.10). RIX-U 133.48 (▲1.20). The Middle East is at TI 208, rising at a record 7-day pace of +3.29/day.

3. KEY JUDGMENTS#
The US is preparing for a post-midterm strike on Iran while trying to harden itself against Iranian retaliation first. A major US or Israeli strike in November is a roughly even chance. A strike before 3 Nov is very unlikely.
- The case for preparation:
- The NYT reports drafted US–Israeli plans for after 3 Nov.
- Trump says the US "may do another Epic Fury."
- The Theodore Roosevelt carrier group and the 13th MEU are due by the end of November.
- The case for hardening:
- The DNI warns of Iranian plots at "advanced stages."
- The US has cut staff in seven regional posts: Saudi Arabia formally (ordered departure), and the UAE, Bahrain, Kuwait, Qatar, Jordan and Lebanon quietly (per CNN).
- Confidence: moderate. The plans are reported, not confirmed. The memo is confirmed by one official and played down by another.
- The case for preparation:
The West Bank operation is shaped by the Israeli election calendar, and it is likely to widen beyond Hebron within a week.
- Why: Smotrich wants it run "exactly like in Gaza." Ben-Gvir wants the PA dismantled. The Times of Israel says a lockdown was planned around the vote anyway.
- The risk: mass displacement in the Hebron governorate (about 800,000 people under siege, per an activist) and the PA's call for international intervention.
- Confidence: moderate.
Iran is widening its deterrence threats to the infrastructure the global economy runs on.
- Ships: Iran says it will fire on approaching US warships.
- Undersea cables: Reuters, citing two senior Iranian security officials, says Tehran has detailed plans to cut Gulf undersea cables if attacked.
- Digital infrastructure: Rezaei has named data centres and AI facilities.
That is why the cyber and space gauge rises to L4 today (§9). Confidence: high on the threats, low on the capability to carry them out at scale.
Washington's regime-change language now covers three countries.
- Iran: the US–Israeli objective, per Netanyahu.
- Venezuela: Maduro was captured in January.
- Cuba, today: Rubio publicly invited Cubans to "partner with the CIA to create positive change."
That raises escalation risk in the Americas, the reason the theater rises one point. Confidence: high on the statement, low on near-term action.

|---|---|---|---|
| A. Coercive standoff continues | Roughly even chance | ▼ | No strike orders after 3 Nov, mediators active, Hormuz attacks continue |
| B. Limited strike before 3 Nov | Very unlikely | ▼ | US casualties caused by Iran, a mass-casualty incident at sea |
| C. Major post-midterm operation ("another Epic Fury") | Roughly even chance, edging up | ▲ | CSG and MEU on station, wider drawdowns, Israeli coalition result |
| D. Diplomatic opening | Unlikely | = | The US engages the 7-day plan, a Qatar or Pakistan announcement |
ANALYSIS. What changed: drafted plans (NYT), wider drawdowns and the plot warning all point to preparation. The key assumption is that the election, not capability, decides the timing. What would change this assessment: a public US response to Iran's 7-day plan, or the CSG being held outside CENTCOM.

| F-20261024-02 | Will Brent crude settle above $125 a barrel on any trading day between 26 Oct and 6 Nov 2026? | 6 Nov | 20% | very unlikely | NEW |
Reasoning for F-20261024-01. Jordan's security services have a strong record of fast arrests after domestic attacks, and the King has ordered a "firm response." Security forces are reportedly pursuing two of the suspects. Against this: the attackers fled by vehicle, three are involved, and no group has claimed it, which could slow identification.
Reasoning for F-20261024-02. Brent is about $117 after an $8 rise in a week, and analysts flag $150 as a "very distinct possibility" in a full closure. But $125+ (above April's $126.41 peak) probably needs a new shock, such as a US strike, a confirmed mass-casualty incident in Hormuz or a cable attack. The desk rates each of those unlikely within the window. Resolution source: ICE Brent front-month settlement.

14. CORRECTIONS & EDITORIAL NOTES#
- D5 Biosecurity was under-rated in RIX-067 and RIX-068. WHO's declaration of a public health emergency of international concern (PHEIC) for the Ebola outbreak was already in force. Under the domain rubric, that is L5, not the L4 published. Corrected today. The desk had not checked for PHEIC status.
- The Romanian drone shoot-down date. RIX-068 said the date was unclear. Reuters dates it to Saturday 17 Oct (F-16s, 14:59 and 15:01 GMT).
- Jordan toll and attackers. RIX-068 reported 7 killed, 34 wounded and two gunmen. The updated figures are 8 killed, 40 wounded and three gunmen (Petra, the hospital director).
- Hebron displacement figures are not reconciled: about 2,200 people (mayor) against about 300 families (Al Jazeera report). Both are shown.
- The Shabwa toll remains unreconciled (53 / 58 / 75).
- Methodology v2.1 takes effect today. It adds new sections and rubric clarifications only. The headline formula is unchanged and no published number is affected. The one-edition notice rule is waived on the same basis as v2.0, and the waiver is disclosed.
