F-20260907-01 resolved: NO. The question was whether the IAEA would formally state, by 7 October, that it cannot verify Iran's nuclear material inventory. This desk found no such formal statement. The most recent relevant item is Iran's Foreign Ministry saying the return of IAEA inspectors "has not been discussed" by its top leadership. The resolution rests on the absence of a found statement, so it carries some uncertainty. Priced at 45%; Brier contribution 0.2025. Ledger: 18 forecasts, running average about 0.20.

WHAT HAPPENED ON 7 OCTOBER#
Middle East (EU ▲2)
- A third tanker in two days was reportedly hit near Hormuz. Iranian President Pezeshkian was reported as ruling out talks with the US, while Iran's foreign minister said a deal is possible but that enrichment "is off the table." These two positions are not easy to reconcile, and the sourcing is a live blog headline, so this desk reports both and does not resolve them.
Developing - Al Hadath reported that Iran-US mediation efforts have hit a dead end. This is a single-outlet report.
Developing - The Houthis attacked Aden International Airport with ballistic missiles and explosive-laden drones early Wednesday, per Yemen's Transport Ministry.
Confirmed(as a ministry statement) - Iran said its oil minister's resignation had "nothing to do with" Trump's claims and that Iran has kept producing and exporting oil despite the blockade. Iran also accused the US of manufacturing "false flag" operations to justify war, and an Iranian lawmaker claimed the US and Israel aim to foment street unrest within two weeks. These are Iranian claims, not verified findings.
Developing - Vance said any deal would require Iran to meaningfully change course on its nuclear programme (the quote was cut off in the sourcing).

Eastern Europe & Black Sea (EU ▲1)
- Bulgaria's search for missing crew from the Alfa Watan continued, and its leader's warning that the war is expanding geographically stood as the day's main NATO-adjacent development. No new attribution for the drones was found. Sourcing for 7 October was thin.

ASSESSMENT#
The IAEA forecast was a miss in the sense that this desk priced a plausible institutional step at nearly even odds, and the agency did not take it. The agency's access problem remains. Iran's own signals on inspectors, a deal and enrichment all point in different directions, which is consistent with a leadership that has not settled its line.
Today's Middle East signals are contradictory enough that this desk gives them modest weight: a reported dead end in mediation, a minister saying a deal is possible, and a president reportedly ruling out talks cannot all be the whole story. The physical events, the tanker hit and the Aden airport attack, carry more evidential weight.
The four carried theaters remain the index's largest gap, and the 7 October Eastern Europe sourcing was thin.
