KEY JUDGMENTS#

  1. The Black Sea is now a shipping war off NATO's coastline. Two consecutive days brought two sinkings inside NATO members' exclusive economic zones: the Royad Mammadov off Romania on 5 October (2 dead) and the Alfa Watan off Bulgaria on 6 October (crew missing). The drones' origin is not established in either case. Bulgaria and Romania are not yet assigning blame, but they are carrying the consequences. (Confidence: high.)
  2. The maritime war in Hormuz is accelerating while exports recover. Both are true at once. Middle East crude exports are back above pre-war levels, at an 18.3M bpd seven-day average on 30 September. At the same time UKMTO reports at least one attack a day since 2 October, and Marisks counts seven tanker incidents in a week. Brent at $99.57 reflects that tension. (Confidence: high.)
  3. Ukraine's mass drone raids on Moscow have resumed after a lull since 20 September. Moscow's mayor counts about 650 drones. A pro-Kremlin blogger reports a hit on Volodarskaya, the Moscow region's largest fuel depot and the supplier for its three main airports; this is not officially confirmed. Ukraine's campaign is now aimed directly at fuel for Russia's capital, while the US is pressing Kyiv over diesel prices. (Confidence: moderate–high.)
  4. The Saudi-led camp has activated a military alliance for the first time. The Mecca pact (Saudi Arabia, Pakistan and Türkiye) was signed on 7 August. On 5 October its committee agreed "to activate collective deterrence measures." Pakistan already has aircraft at King Abdulaziz air base. Türkiye's parliament has not yet ratified the pact. Houthi pressure has turned a political document into a deterrent. (Confidence: high.)
  5. There is no route to talks in Iran. President Pezeshkian (5 October) calls negotiations with Washington "futile." He says war has been "immediately imposed" each time talks have begun. Iran's economy is shrinking by 10% under "Operation Economic Outcast," which deepens the strain without opening a path to a deal. (Confidence: moderate–high.)

WHAT HAPPENED — 6 OCTOBER#

🔴 MIDDLE EAST — 100 · EU 160#

The maritime war at Hormuz

  • The Panama-flagged tanker On Peace was struck about 9 nm off Limah, Oman. The strike caused a fire. At least 12 of its 19 crew were injured, 11 of them Indian (India's MEA). Oman's air force evacuated 10 to Khasab hospital. Nobody has claimed it. Confirmed

  • The run of attacks:

    • 1 Oct: the Kuwaiti VLCC Kazimah III was struck and caught fire. Five were rescued.
    • 4 Oct: the Liberian Aframax Lipsi was hit, damaging its engine room.
    • Since 2 Oct: at least one attack a day in Hormuz or the Gulf of Aden (UKMTO).
    • Past week: at least 7 tanker incidents (Marisks).

    Confirmed

  • Exports and prices:

    • Kpler's seven-day average for Middle East crude exports was 18.3M bpd on 30 September, against about 18M bpd before the war. Vortexa's 14-day average is 18.6M bpd.
    • About 40% of exports now bypass the strait.
    • Brent fell 0.75% to $99.57 and WTI 1.2% to $88.37. Brent was about $72 before the war.
    • Aramco's CEO says nearly 3 billion barrels of supply have been lost since February, and rebuilding stocks could take up to two years.
    • Iran calls flows on the US-supervised route "negligible."

    Confirmed

Saudi Arabia, Yemen and the Mecca pact

  • The coalition shot down a Houthi missile over Khamis Mushait. On the evening of 5 October, two Saudi airports were hit and at least three people were injured. The joint statement condemned an attempt to target Mecca and Medina. Confirmed
  • The Mecca pact has been activated. Saudi Arabia, Pakistan and Türkiye signed the pact in Mecca on 7 August. At an emergency meeting in Riyadh on 5 October, its committee agreed "to activate collective deterrence measures." Confirmed
    • Pakistan has had fighter and support aircraft at King Abdulaziz air base since April. Defence Minister Asif says Pakistani and Turkish forces play "a supporting role," mainly reconnaissance.
    • Türkiye has confirmed no deployment, and its parliament has not ratified the pact.
    • The coalition says 100 fighter jets are supporting the Yemeni government's counteroffensive.
  • Yemen's ground war: government forces claim to have retaken the port city of Mocha from the Houthis, who deny it. Civilians are trapped in Taiz as displacement worsens. The Houthis seized the Red Sea coast in September and have previously struck the East–West pipeline. Claimed / Confirmed

Iran

  • Pezeshkian (5 Oct) says talks with Washington are "futile." He says the US has attacked Iran three times after talks began and wants the Islamic Republic to fall. Confirmed

  • The economy under siege:

    • US–Israeli bombing has caused an estimated $270bn in damage.
    • GDP is down 10%, the rial is at record lows, and petrol and power are short.
    • Food is shifting to cheaper goods.
    • Southern ports are blockaded, so imports move by Caspian ships (about 7,200 t each) instead of bulk carriers (up to 80,000 t).
    • Pezeshkian has set up a price-stabilisation committee with central bank governor Hemmati, Interior Minister Momeni and Tehran mayor Zakani. "Car-free Tuesdays" have been proposed.

    Confirmed

Score rationale. The theater stays at the ceiling (EU 160). Daily attacks on shipping at Hormuz, the first activation of a three-nation alliance against the Houthis, and Tehran's outright rejection of talks keep it at the top of the scale.

🔴 EASTERN EUROPE & BLACK SEA — 100 · EU 183#

  • Drones hit two merchant ships about 80 nm east of Byala, Bulgaria, in the early hours. The distress beacons fired at 02:54 and 03:23 local time. Confirmed

    • The Togo-flagged Alfa Watan sank. Its 10 crew, nine Syrians and one Egyptian, are missing.
    • The Palau-flagged Able burned. Its 18 Turkish and Indian crew were rescued.
    • Both ships were managed from Türkiye. The origin of the drones is undetermined.
    • PM Radev: "absolutely unacceptable." Von der Leyen condemned the attack. The search is under way.
  • On 5 October the grain ship Royad Mammadov sank in Romania's EEZ, killing 2, with 11 rescued. Zelenskyy blames two Russian drones. Romania has not identified the cause. Romania's navy has destroyed nine drifting sea mines since the war began. Confirmed

  • Ukraine's drone raid on Moscow, overnight 5–6 October:

    • Mayor Sobyanin says about 650 drones were heading for the city, most of them shot down.
    • Governor Vorobyov says 185 were destroyed across the region. Two people were killed (in Radumlya and Barbybino), 7 injured, and 47 houses damaged.
    • A warehouse in Moscow burned.
    • Blogger Podolyaka says the Volodarskaya depot was hit (unconfirmed). It is a Transneft hub that supplies Moscow's three main airports.
    • The raid ended a lull in large strikes on Moscow that began on 20 September.

    Confirmed / Developing

  • In occupied Zaporizhzhia, a Ukrainian drone hit a minibus and killed 3, according to Moscow-installed official Balitsky. Claimed

  • Context from the last few days:

    • On 4 Oct Russia struck a Kyiv bridge while Merz was in the capital pledging $1.5bn.
    • Zelenskyy says he is ready for US-backed talks.
    • On 1 Oct Putin ruled out a ceasefire.
    • On 30 Sep Moscow warned of a nuclear response if Kaliningrad is cut off.

    Confirmed

Score rationale. The theater stays at the ceiling (EU 183). There were two sinkings in NATO EEZs in two days, a mass drone raid on the Russian capital, and a nuclear threat over Kaliningrad still on the table.

🟠 INDO-PACIFIC — 74 · Coverage C#

  • South Korea is weighing steps to force North Korea to apologise for the DMZ mine blast. The blast, on 21 September, wounded three soldiers. A joint inquiry by South Korea and the UN Command concluded on 5 October that two North Korean mines had been laid about a year ago, in violation of the 1953 Armistice. Defence Minister Kang: "All responsibility lies with North Korea." Confirmed
  • Kim Yo Jong calls the apology demand "despicable." She says Pyongyang will define its border "by the use of force, not by means of negotiation." Only about 200 of the 1,292 original demarcation markers remain. Confirmed
  • Taiwan: the FBI arrested an alleged Chinese agent accused of spying on the family of Taiwan's president's son (5 Oct). Taiwan's coast guard used a water cannon against Chinese boats at Dongsha (2 Oct). The first F-16V Block 70 jets were delivered (2 Oct). Confirmed
  • Myanmar: Malaysia is preparing to host junta leader Min Aung Hlaing as repatriations near 10,000. Confirmed

Score rationale. Holding at 74. Pyongyang's talk of using force over the border is the sharpest signal, but nothing has happened on the ground.

🔴 AFRICA — 92 · Coverage B#

  • Mali has retaken Kidal. The army says it entered the northern city with Russia's Africa Corps after "intense air-ground neutralisation operations." The Tuareg FLA announced a "strategic and controlled withdrawal," blaming "disproportionate use of aerial assets." The FLA and JNIM took Kidal in April, in an offensive that killed Mali's defence minister. Analysts call the recapture "symbolic" rather than "decisive." Confirmed
  • Ethiopia–Tigray: federal forces took Mekelle on 5 October after the TPLF withdrew. Federal troops are at Mekelle airport (6 Oct). Fighting with a seven-group alliance resumed on 23 September. Abiy is demanding access to the Red Sea (5 Oct). Confirmed
  • Sudan: speaking at Merowe, army chief al-Burhan rejected talks and vowed to retake "every inch" from the RSF. The army is advancing through North Kordofan toward En Nahud. More than 5,500 people were displaced in Blue Nile in three days. Confirmed
  • Ebola: Kenya confirmed its first case. A Kenyan national who had lived in the DRC for seven years died in Nairobi after travelling through Uganda. 28 initial contacts have been identified, and 23 passengers and 4 crew from his flight are being traced. The DRC outbreak (Bundibugyo strain, declared 15 May) has 8,300 confirmed cases and more than 4,000 deaths across seven provinces, the deadliest in the country's history. The WHO says it is on course to surpass the 2014–2016 West Africa epidemic. Confirmed
  • Morocco: journalists describe years of surveillance alongside a new whistleblower account published by Amnesty. Confirmed

Score rationale. Holding at 92. Kidal and Mekelle are both state recaptures. They consolidate government control rather than end either conflict. Sudan's refusal to negotiate and the new spread of Ebola across borders keep the theater in HIGH.

🟠 SOUTH & CENTRAL ASIA — 62 · Coverage C#

  • India: police briefly detained opposition MPs, including Rahul Gandhi, at a march demanding Chief Election Commissioner Gyanesh Kumar's resignation. The Election Commission's own data suggests the voter-roll revision could shrink rolls by up to 30% in some regions. Congress's Kharge: "The election commission is a puppet in the hands of the government." Confirmed

  • Pakistan:

    • The Mecca pact deployment to Saudi Arabia (see Middle East).
    • Imran Khan's PTI launched a march on Islamabad (4 Oct).
    • Security posts are being fitted with fishing nets against drones (5 Oct).
    • Two Pakistani civilians were killed by India's BSF on the border (3 Oct). Both sides summoned each other's diplomats.

    Confirmed

  • Pakistan–Afghanistan: Pakistani air strikes in Kunar and Helmand on 1 October killed at least 10 civilians, mostly children (UNAMA). Confirmed

Score rationale. Holding at 62. The record shows border incidents with both neighbours and a crisis over Pakistan's opposition. RIX-2026-053 later corrected the score for this backlog.

🟠 AMERICAS — 71 · Coverage C#

  • Venezuela: long blackouts are driving public anger, including a protest in Valencia on 2 October. Interim President Delcy Rodríguez's post-Maduro government is still negotiating with the opposition. There is still no election date. Confirmed
  • Colombia is aligning more closely with Washington under President De La Espriella. Haiti's Gang Suppression Force mandate has been extended by six months. Confirmed

Score rationale. Holding at 71. The strain is political and economic, not armed conflict.

CORRECTIONS & EDITORIAL NOTES#

  • Backfill edition. This edition was compiled on 17 October to close a gap in the archive. It is limited to events up to the end of 6 October. Figures confirmed later are used only where they describe events on or before that date.
  • Consistency with the published record. The theater scores, precise total (85.70) and Escalation Units (160 and 183) are set to match what RIX-2026-052 printed as its prior close: unchanged scores, ME EU ▲2 to 162 and EE EU ▲1 to 184. No published value has been changed.
  • RIX-2026-050 is not in this desk's record. For that reason the Δ column shows "—" rather than an inferred change. This follows the rule never to fill a value from a neighbouring edition.
  • The IAEA forecast. The note on how F-20260907-01 resolved, in the forecast ledger above, is added in retrospect. It was not part of the forecast as priced.
