THE DAY IN ONE LINE. For the first time in this cycle the headline moves: 87, up one. Ethiopia told the UN Security Council that Eritrea has launched an "all-out invasion," and Ethiopian drones struck Eritrean troops at Adigrat. Africa is now one step from the ceiling. In the Gulf, Trump put his pledge not to strike Iran before the midterms in writing, while US outlets reported the Pentagon had been told to prepare for major combat operations.

What moved the headline. Only Africa moved. Its +3 adds 0.42 to the precise total, which is enough to take the rounded headline from 86 to 87. The two ceiling theaters escalated again, and that shows only in their Escalation Units. This is the first move in the headline since at least RIX-2026-051.

KEY JUDGMENTS#
- The war in the Horn of Africa is now a war between two states. Ethiopia's letter to the UNSC invokes its "inherent right to self-defence" and says Eritrean troops are up to 60 km inside Tigray. Witnesses describe Ethiopian drone strikes on those troops. Asmara answers that Ethiopia has waged war on it "for more than three years" and is after the port of Assab. Both governments now describe the other as the aggressor. (Confidence: moderate–high.)
- Trump's written no-strike pledge and the reported Pentagon preparations do not contradict each other. They describe what comes after the vote. Trump has said the conflict will "end immediately after the elections" and that more bombing then is "possible." This desk reads the pledge as buying four weeks of calm from US strikes. It does not remove the risk; it pushes it back. The highest-risk window for a US strike is from 4 November onward. (Confidence: moderate.)
- The Gulf maritime war is adding new weapons. The IRGC claims it set an LPG carrier, NV Sunshine, on fire on the "illegal route." Fars says tankers on "unauthorised" routes may have hit sea mines. If mines are confirmed, the strait has a persistent hazard that a political pause cannot switch off. (Confidence: low–moderate. The mines are claimed, not confirmed.)
- Russia is attacking Ukraine's transport system, and Ukraine is striking deep, strategic targets inside Russia. At Kramatorsk two buses were destroyed and 30 people killed. The death toll in Pryluki has been revised up to 22. Ukraine hit Yandex AI data centres, an ICBM-dismantling site and a refinery about 1,900 km from the border. Both sides are escalating the type of target, not only the number of strikes. (Confidence: high.)
- Russia is now active diplomatically on both of the main wars. Putin told Pezeshkian Russia will "do everything" to help end the Iran war, and Trump says Moscow agreed to supply diesel to world markets. Russia is positioning itself as a necessary party on both, which strengthens its hand on Ukraine. (Confidence: moderate.)
WHAT HAPPENED — 8 & 9 OCTOBER#
🔴 MIDDLE EAST — 100 = · EU 167 ▲2#
Gulf & Strait of Hormuz
- The IRGC claims it struck the "giant LPG gas carrier named NV Sunshine," which it says was trying to pass through the "illegal route" south of the strait. The IRGC says the ship suffered a "massive fire in the engine room and propulsion system." The ship's flag, owner and crew status are not reported, and there is no independent confirmation.
Developing(party claim) - Iranian media reported "massive explosions" in the southern strait on Friday. Fars, citing unnamed military sources, says tankers on "unauthorised" routes may have struck sea mines.
Developing - The day before, a tanker was hit by multiple projectiles inside Qatar's EEZ, with casualties, and UKMTO had logged nine tanker attacks in Hormuz in October (RIX-053).
Confirmed
The Iran–US track
- Trump on Truth Social, late Thursday: "We will not be attacking Iran at any time prior to the midterm elections to be held in the United States on November 3rd." The US is "having productive discussions with the Islamic Republic of Iran."
Confirmed(what RIX-053 reported as a live-blog headline is now confirmed from the post) - The NYT, WSJ, Axios and The Atlantic report that the Pentagon drew up plans to strike Iran before the midterms if authorised. Axios says CENTCOM was told to prepare for "imminent major combat operations."
Developing(unnamed officials) - The US force posture is about 20,000 troops in the region, hundreds of aircraft and at least three carrier strike groups. That includes the USS Theodore Roosevelt group, which arrived last week with about 7,000 sailors and 2,000 Marines. The USS Abraham Lincoln returned to San Diego on 8 October after 322 days deployed, including a record 265 days in a row at sea.
Confirmed - Araghchi says Tehran is reviewing the US reply to its seven-day plan to reopen Hormuz and will respond "in the next few days." Talks continue through mediators (Tasnim).
Confirmed - Al Jazeera notes Trump's track record: he described talks as productive on 28 February, the day the US and Israel first struck Iran, and in June 2025 he said "two weeks" before striking.
Analysis - The cost of the war. The CBO says at least 81 US aircraft have been lost or damaged in Operation Epic Fury: 45 MQ-9s, 12 F-15Es, 7 KC-135s and one F-35A, worth $1.9–3.3bn. It puts the war's total cost at about $38bn as of 1 August, plus $2–3bn for each additional month. Forty-six senators are demanding a breakdown and say Congress "never authorized" the war.
Confirmed - Public opinion. Pew finds about 65% of Americans disapprove of Trump's handling of the war.
Confirmed - Russia steps in. At the CIS summit in Turkmenistan on 8 October, Putin told Pezeshkian: "We are ready to do everything we can to help you resolve this situation." Separately, the Kremlin says Trump and Putin discussed Iran on a call. Trump says Russia agreed to put more than 300,000 t of diesel onto world markets "immediately."
Confirmed(Putin quote) /Developing(diesel deal)
Yemen → Saudi Arabia
- Houthi strikes on Riyadh's King Khalid airport on 8 October killed three more people, among them Saudia Captain Hamoud Ali Alkalthami. They damaged airport facilities and a Saudia aircraft. The airport has reopened. This brings the deaths at Saudi airports this week to at least six. Jazan and Najran airports were also hit, with at least three wounded.
Confirmed(GACA, Saudia) - On 9 October the coalition destroyed three rocket launch platforms. Earlier in the week it carried out 97 "precise targeting operations" against Houthi reinforcements on the Tor al-Baha front and the Taiz axis.
Confirmed(coalition) - Pakistan's foreign ministry says it has a "substantial number of forces as well as resources … in Riyadh." Pakistan is now present on the ground, not only committed on paper.
Confirmed - In Yemen, unpaid salaries and soaring prices are deepening the crisis from Aden to Sanaa. More than 200,000 people have been displaced since the escalation (IOM, RIX-053).
Confirmed
Israel & Palestine
- One year on from the Gaza ceasefire of 10 October 2025, more than 100 NGOs say it "exists in name only." At least 1,471 Palestinians have been killed since it began, including at least 327 children, and 5,189 injured. More than 18,500 patients are waiting for medical evacuation, and more than 1,000 have died while waiting. 1.4 million people face crisis-level hunger or worse. Israel has moved the "Yellow Line." The cumulative toll reported by the Gaza health ministry stands at at least 74,254.
Confirmed(NGO and ministry figures) - Settler violence during the olive harvest is reported across the occupied West Bank, including a car hijacking in the Ramallah area in front of a child.
Confirmed - The US sanctioned the International Criminal Court as an institution. Its US assets are frozen, and anyone providing funds or services to it is exposed. Rubio said: "Either the ICC will end its threats, or we will end the ICC." The ICC said: "History will judge this moment." Netanyahu thanked Washington.
Confirmed - The UK–Israel consulate dispute continues. The building now operates as the "UK Mission, Jerusalem" (RIX-053). Israel votes on 27 October.
Confirmed
Score rationale. The theater holds at the ceiling. The EU rises ▲2: +1 for the further deaths in Riyadh and Pakistan's forces on the ground, +2 for the claimed new methods at sea (a gas carrier struck and possible mines), and −1 for the written pledge and Iran's reply expected within days.
🔴 EASTERN EUROPE & BLACK SEA — 100 = · EU 190 ▲3#
On the morning of 8 October a Russian glide bomb hit two passenger buses in Kramatorsk, about 20 km from the front. At least 30 were killed and 18 wounded. Public transport has been suspended in Kramatorsk and Sloviansk. Regional head Filashkin said: "The Russians are deliberately targeting civilians." Analyst Fesenko calls it "a new Russian tactic," aimed at causing a collapse of the transport system. Ukrzaliznytsia, the state railway, says 521 locomotives have been hit since 2022, three-fifths of them this year.
ConfirmedThe Pryluki death toll has been revised to 22, including five children, after a cruise missile destroyed a five-storey building on 7 October. Zelenskyy said: "For Putin's birthday, the Russian army 'gifted' the destruction of a residential building."
ConfirmedThe UN counted 15,280 civilians killed or injured in Ukraine in the first eight months of 2026, 55% more than a year earlier.
ConfirmedUkraine struck deep strategic targets in Russia on 8–9 October:
- Yandex data hub at Sasovo, Ryazan (home to two of its three AI supercomputers), shut down
- Yandex data centre in Kaluga, partly knocked out
- a missile-component plant in Tver, and a fire at Redkino
- an ICBM-dismantling centre in Nizhny Novgorod, where one Russian serviceman was killed
- Lukoil's Ukhta refinery, about 1,900 km from the border
About 100,000 households temporarily lost internet. Zelenskyy: "We always respond in mirror-like fashion." Ukraine's military claims more than 51% of Russia's oil refining capacity is out of action.
Confirmed(strikes) /Developing(51% claim)On the ground, Ukraine's "Operation Vivaldi" has retaken about 175 km² around Lyman this year. The ISW says Russia lost about 80 km² in September, while Putin claimed 1,300 km² gained. Ukraine reports 46,230 Russian casualties in September, a record for 2026. Kryva Luka, east of Sloviansk, is a new flashpoint. Rybar, a pro-Kremlin channel, concedes that storming Sloviansk "is receding into the more distant future."
Confirmed(ISW) /Developing(party casualty figures)Russian strikes continue in the south. One person was killed and seven injured in Zaporizhzhia, and a cargo ship was hit at Mykolaiv port.
ConfirmedThe ship sunk off Bulgaria was the Alfa Watan, a Togo-flagged cargo vessel. Its 10 crew, nine Syrians and one Egyptian, are missing. Syria's port authority wants an "independent and transparent" investigation and asks why the search was called off. The second ship hit was the Palau-flagged Able, whose 18 crew were rescued. Who carried out the attack is still undetermined.
ConfirmedNATO's eastern flank: Latvia. About 12,000 border violations were recorded in September–October, matching the whole of last year. Masked, armed men tried to bring around 20 migrants across, and an incursion destroyed an electrical box and stole surveillance cameras. Riga calls it Belarusian sabotage, "particularly demonstrative and aggressive." Analysts warn that a "Ceuta-style surge" across the border is possible. Poland has reimposed controls on its border with Lithuania.
ConfirmedSouth Korea is recalling its ambassador to Kyiv over Ukraine's disclosure that two North Korean POWs were transferred to Seoul. Kyiv says "diplomacy should prevail over emotions."
Confirmed
Score rationale. The theater holds at the ceiling. The EU rises ▲3: +2 for the deliberate mass-casualty strike on civilian transport and the upward revision at Pryluki, and +1 for sabotage on NATO territory along the Belarus border. Ukraine's deep strikes and gains on the ground are noted but given no weight in either direction. They escalate the war and also shift leverage within it.
🟠 INDO-PACIFIC — 74 = · Coverage C#
- Okinawa's assembly voted on 9 October for a review of the Japan–US Status of Forces Agreement after a US Marine, L/Cpl Devin Jacob Ballard, 20, was arrested over the killing of Anna Yagi, 39, in Naha. He denies it. US forces paused operations for 48 hours and imposed a 30-day curfew. Tokyo summoned the US ambassador, and PM Sanae Takaichi called the crime "heinous."
Confirmed - Seoul is recalling its envoy to Kyiv (see Eastern Europe). Thousands of North Korean troops have fought for Russia. Seoul's demand that the North apologise for the DMZ mine blast is unresolved.
Confirmed - Haze from Indonesian fires has closed schools in Malaysia. Myanmar's readmission to ASEAN is being pushed by Kuala Lumpur.
Confirmed - No PLA, Taiwan Strait or Korean launch event was found for 8–9 October.

Score rationale. Holding at 74. The friction is political, around alliances, and does not involve military action.
🔴 AFRICA — 97 ▲3 · Coverage A#
Ethiopia–Eritrea
- Ethiopia's foreign minister, Gedion Timothewos, wrote to the UN Security Council (via its president, French FM Barrot) calling Eritrea's action "an all-out invasion" and "a blatant act of aggression that engages Ethiopia's inherent right to self-defence." He says Eritrean troops are up to 60 km inside Tigray and demands that they withdraw.
Confirmed - Witnesses say Ethiopian drone strikes hit Eritrean troops after they were seen in Adigrat. AP also reports Eritrean movements into Idaga Hamus. AFP witnesses say the rebels have lost Shire and Adigrat. Federal police are patrolling Mekelle.
Confirmed(multiple wires) /Developing(drone strikes on Eritrean units) - Eritrea's information minister, Yemane Gebremeskel, says Ethiopia has waged "an unprovoked war of aggression against Eritrea for more than three years." He accuses Addis of using the war to seize Assab, and he denies backing the TPLF.
Confirmed - The TPLF's leader, Debretsion Gebremichael, says: "We will confront the enemy on our terms and where we choose." The 2022 Pretoria agreement is effectively dead.
Confirmed/Analysis - Regional alignment. Egypt, Eritrea, Sudan and Somalia held a summit at New Alamein on 4 October, which was not a formal alliance. Egypt sees GERD and any Ethiopian push to the Red Sea as strategic threats. Analyst Dinka says the Ethiopian advance "directly threatens Isaias and the Eritrean state."
Analysis
Sudan
- An RSF drone killed at least 30 people, 26 women and 4 children, at Wad al-Mahi near Damazin, Blue Nile, outside a displacement camp by an informal gold site. The governor says the drone was launched from inside Ethiopia, which Ethiopia denies.
Confirmed(casualties) /Developing(launch point) - The RSF is advancing toward Damazin, which threatens a second army front alongside Kordofan. Nearly 100,000 people have been displaced in Blue Nile this year, and aid workers estimate more than 200,000 deaths in the war overall.
Confirmed - The UN Security Council voted 15–0 for Resolution 2830, extending the Darfur arms embargo by two months, to 11 December. Russia and China blocked a US proposal to extend it to the whole of Sudan. Russia said: "We will not allow even a hint of broadening the restrictions."
Confirmed
Elsewhere
- Kenya: a suspected second Ebola patient tested negative. The DRC outbreak, at 8,300 cases and 4,148 deaths (Bundibugyo strain, no vaccine), is unchanged in this edition.
Confirmed - South Africa: protests over an asylum ruling turned violent, and vehicles were burned in Soweto. Mali: video shows the army in Kidal.
Confirmed
Score rationale. ▲3 to 97. Three things connect Ethiopia and Sudan into one interstate conflict system: a formal UNSC notice of invasion and self-defence, reported combat between Ethiopian and Eritrean forces, and an RSF drone allegedly launched from Ethiopian territory. Only the ceiling theaters score higher.
🟠 SOUTH & CENTRAL ASIA — 65 = · Coverage C#
- Pakistan has forces in Riyadh. This adds a South Asian state to the Saudi–Houthi war (see Middle East).
Confirmed - India: the "Cockroach" protest movement says thousands of its members were detained before Saturday's New Delhi protest. Artists report satire being removed under new takedown rules.
Confirmed - Sri Lanka arrested the wife of former president Mahinda Rajapaksa, Shiranthi, in a corruption case.
Confirmed - No new Pakistan–Afghanistan or India–Pakistan kinetic event was found for 8–9 October.
Not covered
Score rationale. Holding at 65. The internal unrest is political, and the outward risk sits in the Saudi deployment.
🟠 AMERICAS — 71 = · Coverage B#
- Hurricane Isaias, the season's first Atlantic hurricane, makes landfall late on 9 October or early on 10 October across the Florida Panhandle, southern Alabama and southern Mississippi. Winds were near 130 km/h and nearing major-hurricane strength. About 25% of Gulf of Mexico oil output, around 511,000 bpd, is shut in, and 8 of 371 manned platforms have been evacuated.
Confirmed - An ICE officer shot a man in the Bronx with a five-year-old in the car. DHS says the officers believed they were in danger. There have been protests, and police pushed a politician to the ground.
Confirmed - The US charged Nicolás Maduro over torture allegations (8 Oct). A Brazilian Supreme Court judge issued an arrest warrant for Eduardo Bolsonaro (9 Oct). Colombia will open an embassy in Jerusalem, according to Israel's foreign minister.
Confirmed - US domestic. Trump opened an inquiry into Fed Governor Lisa Cook. Microsoft and Adobe have been suspended from a US visa programme.
Confirmed
Score rationale. Holding at 71. The disruptions are hazard and political, not armed conflict. Isaias matters to the energy monitor, not the conflict score.
CROSS-THEATER MONITORS#
The monitors are unweighted and do not feed the headline. Their scores were not recomputed for this edition, so the readings are qualitative.
⚡ Energy & markets#
| Indicator | Reading | Read |
|---|---|---|
| Oil, 9 Oct | Rose on Thursday, then fell early Friday after Trump's pledge | Analysts say the pledge was partly aimed at oil prices. Levels not available for this edition |
| Brent, last printed level | $101.53 (8 Oct, 01:16 GMT, RIX-053) | Not refreshed |
| Gulf of Mexico | about 25% shut in (511k bpd) ahead of Isaias | A supply shock from the US side |
| Russian diesel | 300k+ t to world markets "immediately," per Trump | Developing |
| Russian refining | More than 51% disabled (Ukrainian claim). Bloomberg estimated a fall of more than 30% in output (RIX-053) | Russia's diesel shortage, yet Russia is pledging exports |
| Hormuz | IRGC strike claim on an LPG carrier, plus possible mines | Pushes up the insurance and risk premium |
Read. Three supply stories point in different directions: US Gulf supply is offline because of the hurricane, the Russian diesel pledge adds supply, and the Hormuz risk adds a premium. Watch diesel cracks, not Brent. Diesel is the product all three affect, and it is the one Trump is most exposed to before the midterms.
☢️ WMD & Nuclear#
- Ukraine struck a Russian ICBM-dismantling centre in Nizhny Novgorod. Kyiv says the aim was to cut Russia's access to explosives and rocket fuel. It is a target linked to Russia's strategic forces and is flagged for the monitor.
- Iran: Vance wants a "meaningful" cut in enrichment, and Tehran's reply to the US is due "in days."
- Russia: Putin's nuclear threat over Kaliningrad (30 Sep to 1 Oct) still stands.
🦠 Health security#
- Ebola (Bundibugyo): the DRC outbreak stands at 8,300 cases and 4,148 deaths, and Kenya's suspected second case tested negative. The outbreak has not spread further in Kenya so far.

CONTRADICTIONS & UNKNOWNS#
- The written no-strike pledge versus the order to prepare for "imminent major combat operations." Both can be true: a contingency plan for after the vote, or pressure on Iran ahead of its reply. This desk does not resolve them, and the forecast below prices the window.
- The diesel pledge. Ukraine says Russian refining is more than half disabled, yet Trump says Moscow will export more than 300,000 t at once. The two claims do not fit easily together. The diesel deal has not been verified.
- The mines in Hormuz. There is one Iranian-media report with unnamed sources. A mine would be the first such weapon recorded this cycle. Until UKMTO or an independent source confirms it, it carries no weight.
- Where the Blue Nile drone was launched. The governor says from inside Ethiopia, and Ethiopia denies it. If confirmed, it would make the Ethiopian and Sudanese wars a single theater.
- The Pentagon's planning. The reports all rest on unnamed officials, and the Pentagon has not confirmed them.
FORECAST LEDGER#
Ledger: 18 resolved · running Brier score about 0.20 · 5 open. The method note is still pending.
| ID | Question | Resolves | Price | Status |
|---|---|---|---|---|
| F-20261008-01 | US kinetic strike on Iranian territory between 8 Oct and 3 Nov 2026? | 3 Nov | 12% | Open. The written pledge supports a low price. The Pentagon reporting is noted, and the price is unchanged |
| F-20261008-02 | US–Russia–Ukraine trilateral meeting convenes by 31 Oct? | 31 Oct | 20% | Open |
| F-20261008-03 | A further Houthi-caused fatality inside Saudi Arabia, 9–22 Oct? | 22 Oct | 55% | Open. Note: the three deaths in Riyadh on 8 Oct fell one day before the window and do not count |
| F-20261009-01 | Will Iran deliver its formal response to the US counterproposal on Hormuz, as publicly confirmed by either government or a named mediator, by 16 Oct? | 16 Oct | 60% | New |
| F-20261009-02 | Will Ethiopian forces strike or enter Eritrean territory, per a credible wire report, by 31 Oct? | 31 Oct | 25% | New |
Reasoning. -09-01: Araghchi set his own timeline of "the next few days," and talks are active through mediators. The main risk is that Iran delays on purpose to wait out the US election. -09-02: Addis has framed its moves as self-defence inside its own territory, and crossing into Eritrea would hand Asmara's narrative a victory. The tail risk is Assab.
