1. BOTTOM LINE UP FRONT#

  • The US–Iran clock nearly struck on Sunday.
    • Saturday: Trump said a strike could come "maybe tomorrow… there's a possibility I will," while dangling a "nice, big, beautiful agreement."
    • Sunday: "The answer is no, there will not be a strike today."
    • In between: envoy Tom Barrack said a weekend strike was "Absolutely" possible. The WSJ reported the USS George Washington in the Arabian Sea being rearmed with standoff land-attack missiles and bunker-busters, weapons suited to underground nuclear sites.
    • Iran's terms, via its ambassador in Islamabad: Hormuz reopens if the US lifts its blockade.
  • The West Bank operation is now the largest of the year. The IDF says it hit 400+ locations over the weekend. The Hebron municipality says more than 2,200 people were displaced, about 300 of them children. Defence Minister Katz says the displaced "will not be allowed to return" for now. All crossings close for Tuesday's election.
  • Houthis: a ballistic missile and 2 drones were intercepted over Riyadh, and 2 people were injured at Khamis Mushait and Ahad Rafidah. Riyadh's King Khalid airport reopened terminals 1 and 2 after a two-week closure.
  • Russia–Ukraine: both sides traded strikes, and 5 people were killed in Belgorod and Bryansk. Russia says it struck a cargo ship bound for Chornomorsk.
  • Index: 88 HIGH. RIX-P 87.72 (=). RIX-U 133.90 (▲0.42). Middle East TI 209, Eastern Europe TI 211.
  • Weekly verdict (19–25 Oct): the headline rose one point (87 → 88). The uncapped index rose 6.4 points, and Middle East intensity rose 21. Only the 7-day window to 24 October rose faster (+7.24).

3.4 Forecasts resolved this week#

ID Question Issue price Outcome Brier
F-20261011-01 Pakistan approves the KP emergency by 21 Oct 75% YES (14 Oct, a ledger correction) 0.0625
F-20261018-02 A Russian official confirms a Ukrainian refinery strike, 18–25 Oct 75% NO* 0.5625
F-20261014-02 Lusaka meeting with DRC and Rwanda present, 18 Oct 65% VOID —
(upgrade) F-20261013-01 KKIA resumes scheduled departures by 18 Oct 50% NO, now CONFIRMED 0.25 (unchanged)

The week's worst miss is F-20261018-02. We priced a refinery confirmation at 75% after Zelenskyy said "We're done" with the energy ceasefire. In the event, Ukraine hit terminals, depots, pumping stations and logistics, not refineries, and Russian officials confirmed none. Lesson: a stated intent is not a target list.

3.5 Calibration#

n = 23. The calibration table is published once n ≥ 30, which is 7 more resolutions away. Twelve forecasts resolve on 31 Oct.

3.6 Corrections digest (19–25 Oct)#

  1. KP vote ledger error (RIX-067).
  2. Shabwa toll not reconciled (53 / 58 / 75).
  3. D5 under-rated while a PHEIC was in force (RIX-069).
  4. Romanian shoot-down date (RIX-069).
  5. Jordan toll and attacker count (RIX-069 and today).
  6. Sudan desk sum withdrawn (today, §15).
  7. Lusaka void (today).
  8. Brier rule 10.5 adopted (today).

4. KEY JUDGMENTS#

  1. The decision to restart the war on Iran now rests on one person, and his signals are deliberately mixed. A major US strike between 4 and 30 November is a roughly even chance. A strike before 3 November is very unlikely, though no longer negligible.

    • Signs of military readiness: the George Washington is being rearmed with bunker-busters (WSJ), the Theodore Roosevelt and 13th MEU are en route, and plans are drafted (NYT).
    • Signs of political hedging: Trump said "maybe tomorrow" and then "not today." He talks of a "big, beautiful agreement," and has reportedly already voted early in the midterms.

The pattern fits coercive ambiguity: keeping Tehran guessing while the force package completes. Confidence: moderate.

  2. Hormuz terms are clear, and they do not match.

    • Iran (via Pakistan): the strait reopens when the blockade ends.
    • The US: Iran must give up its nuclear ambitions and reopen the strait first.
    • Iran International reports Tehran "fundamentally does not accept" even the strait-for-blockade swap.
    • Munir reportedly asked Iran to hand over its enriched uranium, and Iran refused.

A negotiated reopening before mid-November is unlikely. Confidence: moderate.

  3. Israel is turning a counter-terror operation into a territorial and electoral instrument.

    • Scale: 400+ locations, Hebron sealed (about 600,000 people in the governorate per Al Jazeera, 800,000 per an activist), and crossings closed until after the vote.
    • A new element: Katz says displaced residents will not be allowed to return to their neighbourhood until "Hamas issues" are resolved. That is an open-ended displacement policy, not a raid.

Expansion after the election is likely if Netanyahu's bloc wins. Contraction is likely if it loses. Confidence: moderate.

  4. The Houthi air campaign is being absorbed, not stopped. KKIA reopening after two weeks and Saudi interceptions show the kingdom's resilience. But civilian damage in the south and a Houthi campaign that names the airport as a "military target" mean disruption is now the baseline. Gulf carriers are suspending Saudi routes into November and December, and an AFC Champions League match was postponed. Confidence: high.

12. SCENARIOS: US–IRAN, POST-MIDTERM (refresh)#

Scenario Likelihood (to 30 Nov) Δ Signposts
A. Coercive standoff continues Roughly even chance = No strike orders, Pakistan channel active, attacks at sea continue
B. Pre-midterm strike Very unlikely ▲ (from "almost no chance" in practice) Trump has publicly floated "tomorrow." An Iranian provocation
C. Major post-midterm operation Roughly even chance = The Roosevelt on station, bunker-busters loaded, wider drawdowns
D. A negotiated strait reopening Unlikely = The US engages the strait-for-blockade terms. A Pakistan or Qatar announcement

ANALYSIS. The key assumption: Trump values the electoral calendar over military readiness. The alternative reading: "maybe tomorrow" is operational deception. If it is, a sudden strike is more likely than our ladder implies. What would change this assessment: strike-package aircraft surging to Diego Garcia or Gulf bases, NOTAMs (notices to airmen), or Israeli emergency cabinet meetings.

Reasoning for F-20261025-01. The case for:

  • drafted plans (NYT)
  • bunker-busters loaded (WSJ)
  • a second carrier group and an MEU arriving by the end of November
  • the expiry of Trump's self-imposed pre-midterm pledge
  • an Israeli government committed to regime change

The case against:

  • Trump's public preference for a "big, beautiful agreement"
  • allied opposition (Istanbul)
  • oil at about $117 with reserves at multi-decade lows
  • active mediation by Pakistan and Qatar

The desk sees the forces almost evenly balanced. Resolution: a kinetic strike by US forces on Iranian territory, officially acknowledged by the US or credibly reported by two independent chains.

Reasoning for F-20261025-02. Brazil's institutions resolved the 2022 dispute without a successful legal challenge to the count. The candidates now have a recent precedent of conceding, or of contesting through protest rather than courts. A very narrow margin would raise the odds. Resolution: a formal filing seeking to annul or recount, reported by two independent outlets.

15. CORRECTIONS, EDITORIAL NOTES & METHOD#

  • ⚠️ Sudan totals corrected. RIX-066 printed "more than 310 killed in six days" as a desk sum of separate reports. That sum is withdrawn. It added figures from different sources and dates, which our own standard forbids. The UN (OHCHR) figure is now the reference: at least 306 killed by drones in the first three weeks of October. The incident figures also differ:

Incident Earlier figure Source UN figure
Dabba / Dibab 80 killed, plus 30 who later died Al Jazeera, 18 Oct ≥139, in a "double tap" strike
Abyei 153 South Sudanese official, strike dated 20 Oct >80, strike dated 19 Oct

These are carried as DISPUTED (toll and date).

  • The Jordan toll is 9 (CNN, Fox, citing authorities) against 8 (Petra, earlier). The Islamic State claim appears in a single analysis outlet without a cited channel, and is held at UNVERIFIED.

  • Lusaka forecast voided (see §13). F-20261013-01 is upgraded to a CONFIRMED NO.

  • 🆕 Rule 10.5 (Brier at issue price), adopted today. Forecasts are scored at the price first published, not the last repriced value. This prevents a ledger from improving its score by moving prices toward the outcome as the deadline nears. The final-price Brier is also published as a secondary figure. Effect today: F-20261018-02 scores 0.5625 (issue price 75%) rather than 0.04 (final price 20%). All earlier resolutions were at unchanged prices, so no past score changes. The methodology document is updated to v2.1.1.
